The department of management, in consultation with 18 the departments and agencies and the judicial branch listed 19 in subsection 1, shall identify and implement the reductions 20 in subsection 1 with respect to the appropriate general fund 21 appropriations. Within fifteen days of the effective date of 22 this section, the department of management shall transmit a 23 report to the general assembly and legislative services agency 24 listing the appropriation reductions applied. 25 3. Notwithstanding section 8.62, the departments and 26 agencies and the judicial branch reducing expenditures pursuant 27 to subsection 1 may use moneys received for training and 28 technology for the fiscal year beginning July 1, 2016, to 29 implement such reductions. 30 4. In order to implement the reductions in subsection 1, 31 the departments and agencies and the judicial branch may adjust 32 allocations made from appropriations that are being reduced. 33 5. In order to implement the reductions in subsection 1, the 34 department of management may reduce a standing appropriation to 35 -3- LSB 1729XG (8) 87 tm/rn 3/ 13

This Act, being deemed 1 of immediate importance, takes effect upon enactment. 2 EXPLANATION 3 The inclusion of this explanation does not constitute agreement with 4 the explanation’s substance by the members of the general assembly. 5 This bill relates to public funding and regulatory matters 6 and making, reducing, transferring, and supplementing 7 appropriations for expenditures for the fiscal year 2016-2017. 8 The bill is organized by divisions. 9 APPROPRIATION REDUCTIONS. For the fiscal year 2016-2017, 10 the bill limits expenditures made from appropriations from 11 the general fund for certain listed departments and agencies 12 and the judicial branch. The bill requires the department 13 of management, in consultation with the departments and 14 agencies and the judicial branch, to identify and implement 15 the reductions and to file a report with the general assembly 16 and the legislative services agency listing the appropriation 17 reductions applied within 15 days of the effective date 18 of the bill. The bill allows departments and agencies and 19 the judicial branch to use moneys received for training and 20 technology in order to implement the reductions and to adjust 21 allocations made within appropriations that are being reduced. 22 The bill allows the department of management to reduce standing 23 appropriations to such departments and agencies. 24 The bill reduces the appropriation to the department of 25 human services for the fiscal year 2016-2017 for medical 26 assistance program reimbursement and associated costs. 27 The bill increases the reduction to the standing unlimited 28 appropriation to the general assembly. 29 SUPPLEMENTAL APPROPRIATIONS. The bill makes supplemental 30 appropriations to the state public defender of the department 31 of inspections and appeals for payments on behalf of eligible 32 adults and juveniles from the indigent defense fund. 33 TRANSFERS TO THE GENERAL FUND. S.F. _____ H.F. _____ fund, the Iowa cultural trust fund, the strategic investment 1 fund, the innovation and commercialization development fund, 2 the economic development energy projects fund, and the grow 3 Iowa values fund to the general fund on the effective date of 4 the bill. 5 MISCELLANEOUS REALLOCATIONS AND ADJUSTMENTS TO HEALTH 6 AND HUMAN SERVICES-RELATED APPROPRIATIONS. The bill 7 makes reallocations and adjustments to health and human 8 services-related appropriations for the 2016-2017 fiscal year. 9 The bill makes adjustments to four appropriations related to 10 the temporary assistance for needy families block grant (TANF). 11 The bill reduces an appropriation to the family investment 12 program (FIP). The bill makes adjustments to the state match 13 for a disproportionate share hospital payment under the medical 14 assistance program. The bill increases an appropriation to the 15 department of human services for purposes of medical contracts. 16 The bill reduces the appropriation for the state supplementary 17 assistance program. The bill increases the appropriation to 18 the department of human services for maintenance of the healthy 19 and well kids in Iowa (hawk-i) program pursuant to chapter 20 514I, including supplemental dental services, for receipt of 21 federal financial participation under Tit. XXI of the federal 22 Social Security Act, which creates the children’s health 23 insurance program. The bill increases appropriations to the 24 department of human services for mental health institutes. 25 The bill increases appropriations to the department of human 26 services for costs associated with the commitment and treatment 27 of sexually violent predators in the unit located at the state 28 mental health institute at Cherokee. The bill transfers moneys 29 from the autism support fund to the appropriation to the 30 department of human services for medical contracts. 31 REBUILD IOWA INFRASTRUCTURE FUND —— TRANSFERS.
