S.F. _____ Section 1. Section 313.4, subsection 1, Code 2017, is 1 amended by adding the following new paragraph: 2 NEW PARAGRAPH . c. The commission may, after consultation 3 with stakeholders including regional planning affiliations, 4 metropolitan planning organizations, the Iowa state association 5 of counties, and the Iowa league of cities, periodically 6 allocate moneys from the fund for the establishment, 7 construction, and maintenance of the secondary road system and 8 the municipal street system in exchange for retaining all or 9 a portion of federal aid road funds that would otherwise be 10 allocated to counties and cities. 11 EXPLANATION 12 The inclusion of this explanation does not constitute agreement with 13 the explanation’s substance by the members of the general assembly. 14 Under current law, moneys in the primary road fund (PRF) 15 are appropriated for the establishment, construction, and 16 maintenance of the primary road system, including the drainage, 17 grading, surfacing, and construction of bridges and culverts; 18 the elimination or improvement of railroad crossings; the 19 acquiring of additional right-of-way; all other expenses 20 incurred in the construction and maintenance of the primary 21 road system; and the maintenance and housing of the department 22 of transportation. 23 This bill allows the state transportation commission, 24 after consultation with stakeholders including regional 25 planning affiliations, metropolitan planning organizations, 26 the Iowa state association of counties, and the Iowa league of 27 cities, to periodically allocate moneys from the PRF for the 28 establishment, construction, and maintenance of the secondary 29 road system and the municipal street system in exchange for 30 retaining all or a portion of federal aid road funds that would 31 otherwise be allocated to counties and cities. 32 -1- LSB 1539XC (3) 87 ns/nh 1/ 1
