                    SENATE RESOLUTION NO.    
                             BY  LOFGREN
  1  1 A Resolution recognizing February 8, 2017, as National
  1  2    Boy Scout Day.
  1  3    WHEREAS, in 1908, British retired General Lord
  1  4 Robert Stephenson Smyth Baden=Powell established the
  1  5 Boy Scout movement in Great Britain; and
  1  6    WHEREAS, the Boy Scouts of America was founded
  1  7 in Washington, D.C., on February 8, 1910, by Chicago
  1  8 publisher William D. Boyce after the "Unknown Scout"
  1  9 aided Mr. Boyce through a dense London fog and refused
  1 10 a tip for the assistance; and
  1 11    WHEREAS, legislation establishing the federal
  1 12 charter of the Boy Scouts of America was signed into
  1 13 law by President Woodrow Wilson on June 15, 1916; and
  1 14    WHEREAS, the Buffalo Bill Council of the Boy Scouts
  1 15 of America and the Sac=Fox Council of the Boy Scouts of
  1 16 America merged in 1967, creating the Illowa Council of
  1 17 the Boy Scouts of America, headquartered in Davenport,
  1 18 Iowa; and
  1 19    WHEREAS, the Illowa Council serves Cedar, Clinton,
  1 20 Jackson, Muscatine, and Scott counties in Iowa and
  1 21 eight counties in western Illinois; and
  1 22    WHEREAS, the Illowa Council continues to prepare
  1 23 young people to make ethical and moral choices by
  1 24 teaching them the values of the Scout Oath and Scout
  1 25 Law; and
  1 26    WHEREAS, the Illowa Council has over 6,000
  1 27 registered youth members that it serves in its
  1 28 Scouting programs and over 2,000 registered adult
  2  1 volunteers; and
  2  2    WHEREAS, the Illowa Council of the Boy Scouts of
  2  3 America operates four main Scouting programs: Cub
  2  4 Scouts, a traditional Scouting program for elementary
  2  5 school age boys; Boy Scouts, a traditional Scouting
  2  6 program for middle school and high school age boys;
  2  7 Venturing, a high=adventure based leadership program
  2  8 for young men and women ages 13 through 20; and
  2  9 Exploring, a career=development program for young men
  2 10 and women ages 14 through 20; and
  2 11    WHEREAS, both adult and youth members strive to
  2 12 fulfill the Scout Motto of "Be Prepared" and the Scout
  2 13 Slogan of "Do a Good Turn Daily"; and
  2 14    WHEREAS, the members of the Illowa Council
  2 15 provide more than 8,000 hours of community service
  2 16 annually; NOW THEREFORE,
  2 17    BE IT RESOLVED BY THE SENATE, That the Senate
  2 18 encourages the Illowa Council of the Boy Scouts of
  2 19 America to continue promoting community service and
  2 20 leadership development, encourages the Boy Scouts to
  2 21 continue to emphasize character building, responsible
  2 22 citizenship, and outdoor stewardship, and applauds the
  2 23 Illowa Council for instilling the values of the Scout
  2 24 Oath and the Scout Law in young Americans; and
  2 25    BE IT FURTHER RESOLVED, That the Senate recognizes
  2 26 February 8, 2017, as National Boy Scout Day, to be
  2 27 acknowledged by all citizens of the state.
