                    SENATE RESOLUTION NO.    
        BY  CHELGREN, SCHULTZ, CHAPMAN, BREITBACH, FEENSTRA,
               BEHN, ZAUN, GARRETT, GUTH, and ANDERSON
  1  1 A Resolution condemning the terrorist acts of al Qaeda
  1  2    and the Islamic State of Iraq and Syria.
  1  3    WHEREAS, on September 11, 2001, acts of treacherous
  1  4 violence were committed against the United States and
  1  5 its citizens; and
  1  6    WHEREAS, in light of the threat to the national
  1  7 security and foreign policy of the United States
  1  8 posed by these grave acts of violence committed by al
  1  9 Qaeda members and sympathizers, and such acts continue
  1 10 to pose an unusual and extraordinary threat to the
  1 11 national security and foreign policy of the United
  1 12 States; and
  1 13    WHEREAS, the Islamic State of Iraq and Syria (ISIS)
  1 14 is a terrorist organization responsible for committing
  1 15 barbaric acts against United States citizens and
  1 16 others; and
  1 17    WHEREAS, ISIS continues to hold hostages in blatant
  1 18 contravention of international law; and
  1 19    WHEREAS, ISIS has committed despicable acts of
  1 20 violence against Iraqi Christians, forcing many to flee
  1 21 their ancient homeland; and
  1 22    WHEREAS, ISIS has committed despicable acts of
  1 23 violence against Muslims who do not subscribe to ISIS's
  1 24 depraved, violent, and oppressive ideology; and
  1 25    WHEREAS, ISIS has threatened to decimate the ancient
  1 26 Yazidi population of Iraq while abducting Yazidi
  1 27 women and children and subjecting them to rape, forced
  2  1 marriage, and slavery; and
  2  2    WHEREAS, ISIS has targeted many other religious
  2  3 and ethnic minority groups, including Turkmen
  2  4 populations; and
  2  5    WHEREAS, individuals affiliated with ISIS have
  2  6 committed heinous and atrocious coordinated attacks
  2  7 against civilians in Sousse, Tunisia, on June 26, 2015,
  2  8 and in Paris, France, on November 13, 2015; and
  2  9    WHEREAS, individuals affiliated with ISIS have
  2 10 committed heinous and atrocious attacks here in the
  2 11 United States, killing or injuring civilians, police
  2 12 officers, and United States Marines in separate attacks
  2 13 in Chattanooga, Tennessee, on July 16, 2015, in San
  2 14 Bernardino, California, on December 2, 2015, and in
  2 15 Philadelphia, Pennsylvania, on January 7, 2016; and
  2 16    WHEREAS, ISIS and its affiliates threaten to
  2 17 conduct other terrorist attacks domestically and
  2 18 internationally; and
  2 19    WHEREAS, such acts render it both necessary and
  2 20 appropriate that the United States exercise its rights
  2 21 to self=defense and to protect United States citizens
  2 22 both at home and abroad; NOW THEREFORE,
  2 23    BE IT RESOLVED BY THE SENATE, That the Iowa Senate
  2 24 respectfully calls on the federal government of the
  2 25 United States to hunt down members and sympathizers of
  2 26 al Qaeda and ISIS, and any of their affiliates, and to
  2 27 do all things necessary to eradicate the threat they
  2 28 pose to the national security and foreign policy of the
  2 29 United States.
