Senate File 440 - Introduced SENATE FILE BY COMMITTEE ON STATE GOVERNMENT (SUCCESSOR TO SSB 1136) A BILL FOR 1 An Act relating to authorized expenditures for preschool 2 programs under the statewide preschool program for 3 four=year=old children and including effective date 4 provisions. 5 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: TLSB 2616SV (1) 87 md/jh PAG LIN 1 1 Section 1. Section 256C.4, subsection 1, paragraph e, Code 1 2 2017, is amended to read as follows: 1 3 e. Preschool foundation aid funding shall not be used for 1 4 the costs of constructing a facility in connection with an 1 5 approved local program. Preschool foundation aid funding may 1 6 be used by approved local programs and community providers 1 7 for professional development for preschool teachers, for 1 8 instructional equipment, for personal health and hygiene items, 1 9 for safety equipment, for material and equipment designed to 1 10 develop pupils' large and small motor skills, and for other 1 11 direct costs. "Personal health and hygiene items" include 1 12 but are not limited to toilet tissue, facial tissue, towels, 1 13 soap, cleaning supplies, dispensers for such items, and other 1 14 items used for personal hygiene and health by students in the 1 15 preschool program and shall not be considered administrative 1 16 costs. "Safety equipment" includes items for placement or 1 17 installation in a classroom or gymnasium, or on or around a 1 18 playground, to protect the health or safety of students in the 1 19 preschool program and shall not be considered administrative 1 20 costs. Preschool foundation aid funding may be used by 1 21 approved local programs for the costs of transportation 1 22 involving children participating in the preschool program. 1 23 The costs of transporting other children associated with the 1 24 preschool program or transported as provided in section 256C.3, 1 25 subsection 3, paragraph "h", may be prorated by the school 1 26 district. Preschool foundation aid funding received by an 1 27 approved local program that remain unexpended or unobligated 1 28 at the end of a fiscal year shall be used to build the approved 1 29 local program's preschool program capacity in the next 1 30 succeeding fiscal year. 1 31 Sec. 2. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 1 32 immediate importance, takes effect upon enactment. 1 33 EXPLANATION 1 34 The inclusion of this explanation does not constitute agreement with 1 35 the explanation's substance by the members of the general assembly. 2 1 This bill specifies that preschool foundation aid funding 2 2 may be used by approved local programs and community providers 2 3 for personal health and hygiene items and safety equipment and 2 4 specifies that such items and equipment are not considered to 2 5 be administrative costs. Current law imposes limitations on 2 6 the amount of preschool foundation aid that may be used for 2 7 administrative costs.
