S.F. 427 Section 1. Section 321I.7, subsection 5, Code 2023, is 1 amended to read as follows: 2 5. A county recorder or a license agent designated by the 3 director pursuant to section 483A.11 may issue all-terrain 4 vehicle and off-road utility vehicle registration renewals 5 electronically pursuant to rules adopted by the commission. 6 The fee for a registration renewal issued using an electronic 7 system is fifteen dollars plus an administrative fee 8 established by the commission and a writing fee as provided in 9 section 321I.29 . 10 EXPLANATION 11 The inclusion of this explanation does not constitute agreement with 12 the explanation’s substance by the members of the general assembly. 13 Under current law, the owner of an off-road utility vehicle 14 must register the vehicle if it is used on public land, public 15 ice, or a designated riding trail. An owner must file an 16 application for registration with the department of natural 17 resources (DNR) through the county recorder in the county where 18 the owner resides, or in the case of a nonresident owner, in 19 the county where the off-road utility vehicle will primarily 20 be used, in the manner established by the natural resource 21 commission (commission). 22 Under current law, a county recorder or a license agent 23 designated by the DNR director may issue all-terrain vehicle 24 registration renewals electronically pursuant to rules 25 adopted by the commission. This bill adds the ability for a 26 county recorder or a license agent to issue off-road utility 27 vehicle registration renewals electronically. The fee for a 28 registration renewal issued using an electronic system is $15 29 plus an administrative fee established by the commission and a 30 writing fee as provided in Code section 321I.29. 31 A person who violates the registration or user permit 32 requirements under Code section 321I.3(1) commits a simple 33 misdemeanor punishable by a scheduled fine of $70. 34 -1- LSB 2429XS (2) 90 th/ns 1/ 1
