S.F. 374 Section 1. Section 331.604, subsection 3, Code 2021, is 1 amended by adding the following new paragraph: 2 NEW PARAGRAPH . f. The county land record information system 3 agreement may be amended by a vote of the boards of supervisors 4 on behalf of the respective county recorders, pursuant 5 to the terms of the agreement, to provide for the ongoing 6 implementation of the county land record information system. 7 As used in this paragraph, “county land record information 8 system agreement” means the agreement entered under chapter 28E 9 between the counties as required by 2005 Iowa Acts, ch. 179, 10 §101, as amended by this Act. 11 Sec. 2. 2005 Iowa Acts, chapter 179, section 101, subsection 12 1, is amended to read as follows: 13 1. The board of supervisors of each county, on behalf of 14 each county recorder, shall execute a chapter 28E agreement 15 with the Iowa county recorders association other counties 16 for the implementation of the county land record information 17 system. Such agreement shall require the Iowa county recorders 18 association to execute contracts necessary for implementation 19 of the county land record information system. The Iowa county 20 recorders association shall submit to the general assembly on 21 or before November 1, 2005, a long-range business plan for 22 implementing and maintaining the county land record information 23 system, including a plan for integrating the system with 24 electronic government and internet applications of other 25 governmental entities. 26 EXPLANATION 27 The inclusion of this explanation does not constitute agreement with 28 the explanation’s substance by the members of the general assembly. 29 This bill relates to the authority of the county boards 30 of supervisors to amend the county land record information 31 system agreement. Current law requires each county to enter 32 into an agreement under Code chapter 28E with the Iowa county 33 recorders association in order to implement the county land 34 record information system. S.F. 374 of supervisors, on behalf of the respective county recorders, 1 the authority to amend the county land record information 2 system agreement as necessary to provide for the ongoing 3 implementation of the county land record information system. 4 The bill amends 2005 Iowa Acts, chapter 179, section 101, 5 subsection 1, to remove the Iowa county recorders association 6 as a party to the required agreement.
