  1 An Act concerning membership on the commission for the blind.
  2 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  Section 216B.2, Code 2015, is amended to read as
  1  2 follows:
  1  3    216B.2  Commission created.
  1  4    1.  The commission for the blind is established consisting
  1  5 of three five members appointed by the governor, subject to
  1  6 confirmation by the senate.  At least three members of the
  1  7 commission shall be persons who are blind, at least one member,
  1  8 but not more than two members, shall be a representative of the
  1  9 Iowa council of the united blind, and at least one member, but
  1 10 not more than two members, shall be a representative of the
  1 11 national federation of the blind of Iowa.
  1 12    2.  Members of the commission shall serve three=year terms
  1 13 beginning and ending as provided in section 69.19. The
  1 14 commission shall adopt rules concerning programs and services
  1 15 for blind persons provided under this chapter.
  1 16    3.  Commission members shall be reimbursed for actual
  1 17 expenses incurred in performance of their duties. Members may
  1 18 also be eligible to receive compensation as provided in section
  1 19 7E.6. The members of the commission shall appoint officers for
  1 20 the commission. A majority of the members of the commission
  1 21 shall constitute a quorum.
  1 22                           EXPLANATION
  1 23 The inclusion of this explanation does not constitute agreement with
  1 24 the explanation's substance by the members of the general assembly.
  1 25    This bill increases the number of members on the commission
  1 26 for the blind from three to five.  In addition, the bill
  1 27 provides that of the five members, at least three members shall
  1 28 be blind, at least one member, but not more than two members,
  1 29 shall be a representative of the Iowa council of the united
  1 30 blind, and at least one member, but not more than two members,
  1 31 shall be a representative of the national federation of the
  1 32 blind of Iowa.
