  1  1    Section 1.  Section 905.3, subsection 1, paragraph a, Code
  1  2 2015, is amended by adding the following new subparagraph:
  1  3    NEW SUBPARAGRAPH.  (4)  One ex officio, nonvoting member
  1  4 shall be chosen from and by the largest statewide public
  1  5 employees' organization representing state employees no later
  1  6 than January 15 of each year.
  1  7    Sec. 2.  Section 905.3, subsection 2, Code 2015, is amended
  1  8 to read as follows:
  1  9    2.  Each district board shall have an executive committee
  1 10 consisting of the chairperson and vice chairperson and at least
  1 11 one but no more than five six other members of the district
  1 12 board. Either the chairperson or the vice chairperson shall
  1 13 be a supervisor, and the remaining representation on the
  1 14 executive committee shall be divided as equally as possible
  1 15 among supervisor members, project advisory committee members
  1 16 or, citizen members, or ex officio, nonvoting public employee
  1 17 organization members and judicially appointed members.
  1 18 The executive committee may exercise all of the powers
  1 19 and discharge all of the duties of the district board, as
  1 20 prescribed by this chapter, except those specifically withheld
  1 21 from the executive committee by action of the district board.
  1 22    Sec. 3.  Section 905.3, subsection 4, Code 2015, is amended
  1 23 to read as follows:
  1 24    4.  Each Except as provided in subsection 1, paragraph "a",
  1 25 subparagraph (4), each member of the district board shall
  1 26 have one vote on the board. However, upon the request of any
  1 27 supervisory member, the vote on any matter before the board
  1 28 shall be taken by weighted vote. In each such case, the vote
  1 29 of the supervisor representative of the least populous county
  1 30 in the judicial district shall have a weight of one unit, and
  1 31 the vote of each of the other supervisor members shall have
  1 32 a weight which bears the same proportion to one unit as the
  1 33 population of the county that supervisor member represents
  1 34 bears to the population of the least populous county in the
  1 35 district. In the event of weighted vote, the vote of each
  2  1 member appointed from a project advisory committee or of each
  2  2 citizen member and of each judicially appointed member shall
  2  3 have a weight of one unit.
  2  4                           EXPLANATION
  2  5 The inclusion of this explanation does not constitute agreement with
  2  6 the explanation's substance by the members of the general assembly.
  2  7    This bill relates to the membership of the board of directors
  2  8 of a judicial district department of correctional services.
  2  9    The bill adds a member to the board of directors to be
  2 10 chosen from and by the largest statewide public employees'
  2 11 organization representing state employees no later than January
  2 12 15 of each year.
  2 13    The bill further increases the number of members who may sit
  2 14 on the executive committee of the board of directors who are
  2 15 not the chairperson or vice=chairperson from five members to
  2 16 six members.
  2 17    The bill specifies that the new member added by the bill is
  2 18 a nonvoting member of the board of directors of the judicial
  2 19 district department of correctional services and, if appointed
  2 20 to the executive committee, a nonvoting member of the executive
  2 21 committee of the district board.
