S.F. 255 Section 1. Section 35A.5, subsection 15, Code 2021, is 1 amended to read as follows: 2 15. Upon receipt of certificate of release or discharge from 3 active duty, DD form 214, create , no later than thirty days 4 following receipt of a certificate, a roster of information 5 that includes the name of the military member, the member’s 6 address of record at the time of entrance and separation from 7 active duty , and the member’s county of residence listed on 8 the certificate. The department shall, on a monthly basis and 9 within no more than thirty days of following receipt of the 10 certificate of release or discharge from active duty, provide a 11 copy of the roster to the county commission of veteran affairs 12 in each county listed on the roster. 13 Sec. 2. Section 35B.6, subsection 1, paragraph d, Code 2021, 14 is amended by adding the following new subparagraph: 15 NEW SUBPARAGRAPH . (4) Contact veterans with a mailing 16 address located in the county, by mail, with information on 17 veterans’ benefits within thirty days of receipt of a roster 18 of information provided to the county commission of veteran 19 affairs pursuant to section 35A.5, subsection 15, listing 20 discharged veterans by county of residence. 21 EXPLANATION 22 The inclusion of this explanation does not constitute agreement with 23 the explanation’s substance by the members of the general assembly. 24 This bill relates to county commissions of veteran affairs 25 contacting discharged veterans regarding veteran benefits. 26 The bill requires the department of veterans affairs to 27 include in its roster of information concerning discharged 28 veterans the address of the military member both at the time 29 of entrance and separation from active duty. The bill creates 30 a deadline of 30 days following the date the department of 31 veterans affairs received a certificate of release or discharge 32 to create the roster of information. 33 The bill requires the department of veterans affairs to 34 provide rosters to each county commission of veteran affairs 35 -1- LSB 1883SV (1) 89 dg/rn 1/ 2
S.F. 255 listed on the roster on a monthly basis and within no more 1 than 30 days from the date the department of veterans affairs 2 received the certificate of release or discharge from active 3 duty. 4 The bill requires each county commission of veteran affairs 5 to contact, by mail, a discharged veteran with a mailing 6 address located in the county concerning veterans’ benefits 7 within 30 days of the county commission of veteran affairs 8 receipt of a roster of information provided to the county 9 commission of veteran affairs from the department of veterans 10 affairs. 11 -2- LSB 1883SV (1) 89 dg/rn 2/ 2
