  4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  Section 279.68, subsection 5, paragraph a,
  1  2 subparagraph (2), Code 2017, is amended to read as follows:
  1  3    (2)  Students requiring special education whose
  1  4 individualized education program indicates does any of the
  1  5 following:
  1  6    (a)  Indicates that participation in a locally determined or
  1  7 statewide assessment as provided in section 256.7, subsection
  1  8 31, is not appropriate, consistent with the requirements
  1  9 of rules adopted by the state board of education for the
  1 10 administration of chapter 256B.
  1 11    (b)  Includes reading goals and the student has been
  1 12 diagnosed with autism spectrum disorder and is considered to
  1 13 have an intellectual disability.
  1 14                           EXPLANATION
  1 15 The inclusion of this explanation does not constitute agreement with
  1 16 the explanation's substance by the members of the general assembly.
  1 17    This bill provides that a student enrolled in a school
  1 18 district has a good cause exemption from the retention and
  1 19 intensive summer reading program requirements of Code section
  1 20 279.68 if the student has an individualized education program
  1 21 that includes reading goals and the student has been diagnosed
  1 22 with autism spectrum disorder and is considered to have an
  1 23 intellectual disability.
