S.F. 2366 Section 1. Section 256.177, subsection 8, Code 2024, is 1 amended to read as follows: 2 8. Submit by January 15 annually a report to the general 3 assembly which provides, by program, the number of individuals 4 who received loan forgiveness or loan repayment state financial 5 aid funding in the previous fiscal year, the amounts paid to or 6 on behalf of the individuals under sections 256.205 , 256.220 , 7 and 256.224 , and the institutions from which individuals 8 graduated, and that includes any proposed statutory changes and 9 the commission’s , other key program indicators, findings , and 10 recommendations. The report shall also include a description 11 of the methodology and manner in which the commission makes 12 the determination of awards for programs for which moneys are 13 appropriated under section 256.194. 14 Sec. 2. Section 256.189, Code 2024, is amended to read as 15 follows: 16 256.189 Administration by commission —— rules. 17 1. The commission shall administer this program and shall 18 do all of the following : 19 1. a. Provide application forms and parents’ confidential 20 statement forms. 21 2. b. Adopt rules and regulations for determining financial 22 need, defining tuition and mandatory fees, defining residence 23 for the purposes of this subpart , processing and approving 24 applications for tuition grants, and determining priority of 25 grants. The commission may provide for proration of funds 26 if the available funds are insufficient to pay all approved 27 grants. Such proration shall take primary account of the 28 financial need of the applicant. In determining who is a 29 resident of Iowa, the commission’s rules shall be at least as 30 restrictive as those of the board of regents. 31 3. c. Approve and award tuition grants. 32 4. 2. Make an annual report to the governor and general 33 assembly, and evaluate the tuition grant program for the 34 period. Section 256.192, subsection 7, paragraph d, Code 4 2024, is amended by striking the paragraph. 5 Sec. 4. Section 256.193, subsection 4, Code 2024, is amended 6 by striking the subsection. 7 Sec. 5. Section 256.197, subsection 10, Code 2024, is 8 amended by striking the subsection. 9 Sec. 6. Section 256.216, subsection 5, Code 2024, is amended 10 by striking the subsection. 11 Sec. 7. Section 256.219, subsection 9, Code 2024, is amended 12 by striking the subsection. 13 Sec. 8. Section 256.220, subsection 5, Code 2024, is amended 14 by striking the subsection. 15 Sec. 9. Section 256.224, subsection 7, Code 2024, is amended 16 by striking the subsection. 17 Sec. 10. Section 256.225, subsection 8, Code 2024, is 18 amended by striking the subsection. 19 Sec. 11. Section 256.227, subsection 8, paragraph d, Code 20 2024, is amended by striking the paragraph. 21 EXPLANATION 22 The inclusion of this explanation does not constitute agreement with 23 the explanation’s substance by the members of the general assembly. 24 This bill relates to the college student aid commission’s 25 reporting requirements. 26 Current law requires the college student aid commission 27 to submit an annual report to the general assembly which 28 provides, by program, the number of individuals who received 29 loan forgiveness or loan repayment in the previous fiscal 30 year; the amounts paid to or on behalf of individuals under 31 the chiropractic loan forgiveness program, the teacher 32 shortage loan forgiveness program, and the health care award 33 program; the institutions from which individuals graduated; and 34 proposed statutory changes. S.F. 2366 requirements to require the college student aid commission to 1 submit an annual report to the general assembly which provides, 2 by program, the number of individuals who received state 3 financial aid funding in the previous fiscal year, the amounts 4 paid to or on behalf of the individuals, other key program 5 indicators, findings, and recommendations. The bill provides 6 that this report is to include a description of the methodology 7 and manner in which the college student aid commission makes 8 the determination of awards for certain specified programs for 9 which moneys are appropriated. 10 Current law requires the college student aid commission 11 to submit an annual report to the governor and the general 12 assembly related to certain specified tuition grants and 13 evaluate the tuition grant program. The bill strikes these 14 requirements. 15 The bill strikes the college student aid commission’s annual 16 reporting requirements related to the vocational-technical 17 tuition grants, the scholarship and tuition grant reserve 18 fund, the guaranteed student loan program, the Iowa minority 19 academic grants for economic success program, the teacher 20 shortage forgivable loan program, the teacher shortage loan 21 forgiveness program, the health care award program, the mental 22 health professional loan forgiveness program, and the skilled 23 workforce shortage tuition grant program. 24 -3- LSB 5357SV (1) 90 jda/jh 3/ 3
