Section
1.
Section
321E.3,
subsection
1,
Code
2022,
is
1
amended
to
read
as
follows:
2
1.
a.
Permits
issued
under
this
chapter
shall
be
issued
3
by
the
authority
responsible
for
the
maintenance
of
the
system
4
of
highways
or
streets.
However,
the
department
may
issue
5
permits
on
primary
road
extensions
in
cities
in
conjunction
6
with
movements
on
the
rural
primary
road
system.
7
b.
The
department
may
issue
an
all-systems
permit
permits
8
under
section
321E.8
which
is
are
valid
for
movements
on
9
all
highways
or
streets
under
the
jurisdiction
of
either
10
the
state
,
except
the
interstate
road
system
if
prohibited
11
under
section
321E.8,
or
those
local
authorities
that
have
12
indicated
to
the
department
in
writing,
including
by
means
of
13
electronic
communication,
those
streets
or
highways
for
which
14
an
all-systems
permit
is
not
valid.

Sec.
2.
Section
321E.8,
Code
2022,
is
amended
by
adding
the
16
following
new
subsection:

SUBSECTION
.
1A.
Vehicles
with
indivisible
loads
having
18
an
overall
width
not
to
exceed
the
width
authorized
under
19
section
321.454,
an
overall
length
not
to
exceed
the
length
20
authorized
under
section
321.457,
an
overall
height
not
to
21
exceed
the
height
authorized
under
section
321.456,
and
a
total
22
gross
weight
not
to
exceed
the
gross
weight
authorized
under
23
section
321.463
by
more
than
twelve
percent,
may
operate
under
24
an
all-systems
permit
and
shall
obtain
route
approval
from
the
25
department.
Permitted
vehicles
under
this
subsection
with
a
26
gross
weight
exceeding
eighty
thousand
pounds
shall
not
be
27
allowed
to
travel
on
any
portion
of
the
interstate
road
system.

3.
Section
321E.14,
subsection
1,
paragraph
i,
Code

is
amended
to
read
as

One
hundred
sixty
dollars
for
an
annual
all-systems

permit
issued
pursuant

hundred
dollars
for
an
annual

all-systems
permit
issued
pursuant
to
section
321E.8,

subsection
1A.
Seventy-five
percent
of
the
fee
shall
be
3
deposited
in
the
county
bridge
construction
fund
created
in
4
section
312.2,
subsection
12,
and
twenty-five
percent
of
the
5
fee
shall
be
deposited
in
the
road
use
tax
fund.

Sec.
5.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
7
importance,
takes
effect
upon
enactment.

EXPLANATION
9
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
10
the
explanation’s
substance
by
the
members
of
the
general
assembly.

Under
current
law,
Code
section
321.463
limits
the
gross
12
weight
of
a
vehicle
based
on
the
highway
of
travel
and
the
13
number
of
axles
and
the
distance
between
the
axles
on
the
14
vehicle.
Generally,
vehicles
are
allowed
to
have
a
maximum
15
gross
weight
of
up
to
80,000
pounds
on
any
highway,
and
16
commercial
motor
vehicles
with
six
or
seven
axles
are
allowed
17
to
have
a
gross
weight
of
up
to
96,000
pounds
on
noninterstate
18
highways.
To
operate
in
excess
of
the
gross
weights
allowed
19
under
Code
section
321.463,
Code
chapter
321E
authorizes
20
single-trip,
multi-trip,
and
annual
permits
for
vehicles
of
21
excessive
size
and
weight.
Generally,
such
permits
may
be
22
issued
by
the
department
of
transportation
(DOT)
for
vehicles
23
traveling
on
primary
highways,
primary
road
extensions
in
24
cities
in
conjunction
with
movements
on
the
rural
primary
road
25
system,
and
secondary
roads
or
city
streets
at
the
request
of
a
26
local
authority.
A
local
authority
may
also
generally
issue
27
such
permits
for
streets
or
highways
under
its
jurisdiction.

The
DOT
may
issue
an
annual
all-systems
permit
authorizing
29
vehicles
of
excessive
size
and
weight,
not
to
exceed
80,000
30
pounds,
to
travel
on
state
highways
and
those
streets
or
31
highways
of
local
authorities
that
have
indicated
to
the
DOT
32
the
streets
or
highways
for
which
an
all-systems
permit
is
not
33
valid.
The
fee
for
an
annual
all-systems
permit
is
$160.

This
bill
authorizes
the
DOT
to
issue
an
annual
all-systems

permit
for
vehicles
not
exceeding
the
current
size
restrictions
1
under
Code
chapter
321
and
not
exceeding
the
gross
weight
2
authorized
under
Code
section
321.463
by
more
than
12
percent.

Vehicles
permitted
under
the
bill
with
a
gross
weight
exceeding
4
80,000
pounds
are
prohibited
from
traveling
on
any
portion
of
5
the
interstate
road
system.
6
The
fee
for
the
permit
is
$500.
Of
the
fee,
$375
must
be
7
deposited
into
the
county
bridge
construction
fund
and
$125
8
must
be
deposited
in
the
road
use
tax
fund.
9
The
bill
takes
effect
upon
enactment.
