NEW SECTION. 313.2B Access Iowa highways. 1 2 1. Purpose. It is the purpose of this section to formulate 1 3 an access Iowa plan which shall designate portions of the 1 4 commercial and industrial network of highways identified in 1 5 section 313.2A as access Iowa highways. The goal of the access 1 6 Iowa plan shall be to enhance the existing Iowa economy and 1 7 ensure its continuing development and growth in the national 1 8 and global competitive marketplace by providing for early 1 9 completion of the construction of the most important portions 1 10 of the Iowa highway system. These portions of the system 1 11 shall be those that are essential for support of intrastate 1 12 transportation and commerce and essential for ensuring Iowans 1 13 direct access to the nation's system of interstate highways and 1 14 transportation services. 1 15 2. Access Iowa highway designation and development. The 1 16 state transportation commission shall designate portions of 1 17 the commercial and industrial network of highways identified 1 18 in section 313.2A as access Iowa highways and shall expedite 1 19 and accelerate development of access Iowa highways. When 1 20 designating those portions of the commercial and industrial 1 21 network as access Iowa highways, the state transportation 1 22 commission shall give priority consideration to the 1 23 establishment of direct linkages between economic centers 1 24 within the state with populations of twenty thousand or more 1 25 and to the enhancement of intrastate mobility, Iowa regional 1 26 accessibility, and national accessibility. 1 27 Sec. 2. Section 307A.2, subsection 14, Code 2015, is amended 1 28 to read as follows: 1 29 14. Identify, within the primary road system, a network of 1 30 commercial and industrial highways in accordance with section 1 31 313.2A, and a network of access Iowa highways in accordance 1 32 with section 313.2B. The improvement ofthis networkthese 1 33 networks shall be considered in the development of the 1 34 long=range program and plan of improvements under this section. 1 35 Sec. 3. Section 312A.3, subsection 1, paragraph a, Code 2 1 2015, is amended to read as follows: 2 2 a. Completion of projects on highways designated as access 2 3 Iowa highways pursuant to2005 Iowa Acts, ch. 178, {41section 2 4 313.2B. 2 5 Sec. 4. Section 315.4, subsection 1, paragraph a, 2 6 subparagraph (2), Code 2015, is amended to read as follows: 2 7 (2) Fifty percent for highways that have been designated 2 8 by the state transportation commission as access Iowa highways 2 9 pursuant to2005 Iowa Acts, ch. 178, {41section 313.2B. 2 10 EXPLANATION 2 11 The inclusion of this explanation does not constitute agreement with 2 12 the explanation's substance by the members of the general assembly. 2 13 The 2005 Iowa Acts provide for the designation of certain 2 14 highways as access Iowa highways, which receive priority 2 15 funding from certain moneys in the TIME=21 and RISE funds 2 16 created in Code sections 312A.2 and 315.2. These provisions 2 17 will be repealed by operation of law on July 1, 2015. 2 18 This bill codifies the Iowa Acts language relating to the 2 19 identification, designation, and development of access Iowa 2 20 highways. The bill provides that the state transportation 2 21 commission shall designate portions of the commercial and 2 22 industrial network of highways as access Iowa highways and 2 23 shall expedite and accelerate development of access Iowa 2 24 highways. When designating certain highways as access Iowa 2 25 highways, the state transportation commission shall give 2 26 priority consideration to the establishment of direct linkages 2 27 between economic centers within the state with populations of 2 28 20,000 or more and to the enhancement of intrastate mobility, 2 29 Iowa regional accessibility, and national accessibility.
