  1  1    Section 1.  Section 257.11, subsection 5, paragraph a,
  1  2 subparagraph (1), Code 2015, is amended to read as follows:
  1  3    (1)  In order to provide additional funding to increase
  1  4 student opportunities and redirect more resources to student
  1  5 programming for school districts that share operational
  1  6 functions, a district that shares with a political subdivision
  1  7 one or more operational functions of a curriculum director,
  1  8 principal, or school counselor, or one or more operational
  1  9 functions in the areas of superintendent management, business
  1 10 management, human resources, transportation, or operation and
  1 11 maintenance for at least twenty percent of the school year
  1 12 shall be assigned a supplementary weighting for each shared
  1 13 operational function. A school district that shares the
  1 14 operational functions of a principal or an operational function
  1 15 in the area of superintendent management shall be assigned a
  1 16 supplementary weighting of eight pupils for the function. A
  1 17 school district that shares an operational function in the area
  1 18 of business management, human resources, transportation, or
  1 19 operation and maintenance shall be assigned a supplementary
  1 20 weighting of five pupils for the function. A school district
  1 21 that shares the operational functions of a curriculum director
  1 22 or a school counselor shall be assigned a supplementary
  1 23 weighting of three pupils for the function. The additional
  1 24 weighting shall be assigned for each discrete operational
  1 25 function shared. However, a school district may receive the
  1 26 additional weighting under this subsection for sharing the
  1 27 services of an individual with a political subdivision even if
  1 28 the type of operational function performed by the individual
  1 29 for the school district and the type of operational function
  1 30 performed by the individual for the political subdivision are
  1 31 not the same operational function, so long as both operational
  1 32 functions are eligible for weighting under this subsection. In
  1 33 such case, the school district shall be assigned the additional
  1 34 weighting for the type of operational function that the
  1 35 individual performs for the school district, and the school
  2  1 district shall not receive additional weighting for any other
  2  2 function performed by the individual. The operational function
  2  3 sharing arrangement does not need to be a newly implemented
  2  4 sharing arrangement to receive supplementary weighting under
  2  5 this subsection.
  2  6    Sec. 2.  APPLICABILITY.  This Act applies to school budget
  2  7 years beginning on or after July 1, 2016.
  2  8                           EXPLANATION
  2  9 The inclusion of this explanation does not constitute agreement with
  2 10 the explanation's substance by the members of the general assembly.
  2 11    Code section 257.11(5) provides supplementary weighting
  2 12 for school districts and area education agencies that share
  2 13 operational functions. A district that shares with a political
  2 14 subdivision one or more operational functions of a curriculum
  2 15 director or school counselor, or one or more operational
  2 16 functions in the areas of superintendent management, business
  2 17 management, human resources, transportation, or operation and
  2 18 maintenance for at least 20 percent of the school year is
  2 19 assigned a supplementary weighting for each shared operational
  2 20 function.  Supplementary weighting under this provision is
  2 21 available for a maximum of five school budget years beginning
  2 22 July 1, 2014, through the budget year beginning July 1, 2019.
  2 23    This bill adds the position of principal to the category of
  2 24 operational functions that receives supplementary weighting of
  2 25 eight pupils.
  2 26    The bill applies to school budget years beginning on or after
  2 27 July 1, 2016.
