Section
1.
Section
257.11,
subsection
5,
paragraph
a,
1
subparagraph
(1),
Code
2021,
is
amended
to
read
as
follows:

(1)
In
order
to
provide
additional
funding
to
increase
3
student
opportunities
and
redirect
more
resources
to
student
4
programming
for
school
districts
that
share
operational
5
functions,
a
district
that
shares
with
a
political
subdivision
6
one
or
more
operational
functions
of
a
curriculum
director,
7
master
social
worker,
independent
social
worker,
or
school
8
counselor,
or
one
or
more
operational
functions
in
the
areas
9
of
superintendent
management,
business
management,
human
10
resources,
transportation,
information
technology,
or
operation
11
and
maintenance
for
at
least
twenty
percent
of
the
school
12
year
shall
be
assigned
a
supplementary
weighting
for
each
13
shared
operational
function.
A
school
district
that
shares
an
14
operational
function
in
the
area
of
superintendent
management
15
shall
be
assigned
a
supplementary
weighting
of
eight
pupils
for
16
the
function.
A
school
district
that
shares
an
operational
17
function
in
the
area
of
business
management,
human
resources,
18
transportation,
or
operation
and
maintenance
shall
be
assigned
19
a
supplementary
weighting
of
five
pupils
for
the
function.
A
20
school
district
that
shares
an
operational
function
in
the
21
area
of
information
technology
or
that
shares
the
operational
22
functions
of
a
curriculum
director,
a
master
social
worker
or
23
an
independent
social
worker
licensed
under
chapters
147
and
24
154C
,
or
a
school
counselor
shall
be
assigned
a
supplementary
25
weighting
of
three
pupils
for
the
function.
The
additional
26
weighting
shall
be
assigned
for
each
discrete
operational
27
function
shared.
However,
a
school
district
may
receive
the
28
additional
weighting
under
this
subsection
for
sharing
the
29
services
of
an
individual
with
a
political
subdivision
even
if
30
the
type
of
operational
function
performed
by
the
individual
31
for
the
school
district
and
the
type
of
operational
function
32
performed
by
the
individual
for
the
political
subdivision
are
33
not
the
same
operational
function,
so
long
as
both
operational
34
functions
are
eligible
for
weighting
under
this
subsection
.

such
case,
the
school
district
shall
be
assigned
the
additional
1
weighting
for
the
type
of
operational
function
that
the
2
individual
performs
for
the
school
district,
and
the
school
3
district
shall
not
receive
additional
weighting
for
any
other
4
function
performed
by
the
individual.
The
operational
function
5
sharing
arrangement
does
not
need
to
be
a
newly
implemented
6
sharing
arrangement
to
receive
supplementary
weighting
under
7
this
subsection
.

Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
9
importance,
takes
effect
upon
enactment.

Sec.
3.
APPLICABILITY.
This
Act
applies
to
school
budget
11
years
beginning
on
or
after
July
1,
2021,
subject
to
the
school
12
budget
year
limitations
of
section
257.11,
subsection
5.

EXPLANATION
14
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
15
the
explanation’s
substance
by
the
members
of
the
general
assembly.

Code
section
257.11(5)
provides
supplementary
weighting
17
for
school
districts
and
area
education
agencies
that
share
18
specified
operational
functions
for
at
least
20
percent
of
the
19
school
year.
Supplementary
weighting
under
this
provision
is
20
available
for
school
budget
years
beginning
on
or
after
July
1,
21
2014,
through
the
budget
year
beginning
July
1,
2024.

This
bill
adds
the
sharing
of
an
operational
function
23
in
the
area
of
information
technology
to
the
list
of
24
eligible
operational
functions
and
positions
eligible
for
a
25
supplementary
weighting
of
three
pupils.
26
The
bill
takes
effect
upon
enactment
and
applies
to
school
27
budget
years
beginning
on
or
after
July
1,
2021,
through
the
28
school
budget
year
beginning
July
1,
2024.
