S.F. 140 Section 1. PARENTAL OBLIGATION PILOT PROGRAM 1 APPROPRIATION. There is appropriated from the general fund of 2 the state to the department of human services for the fiscal 3 year beginning July 1, 2013, and ending June 30, 2014, the 4 following amounts, or so much thereof as is necessary, to be 5 used for the purposes designated: 6 To fund the expansion of an existing unfunded pilot project, 7 as defined in 441 IAC 100.1, relating to parental obligations, 8 in which the child support recovery unit participates, to 9 support the efforts of a nonprofit organization committed to 10 strengthening the community through youth development, healthy 11 living, and social responsibility in a county with a population 12 over 350,000: 13 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 40,000 14 The funds appropriated in this section shall be used by 15 the recipient organization to develop a larger community 16 effort, through public and private partnerships, to support 17 a broad-based fatherhood initiative that promotes payment of 18 child support obligations, improved family relationships, and 19 full-time employment. 20 EXPLANATION 21 This bill appropriates $40,000 from the general fund of the 22 state for fiscal year 2013-2014, to the department of human 23 services to fund the expansion of an existing unfunded parental 24 obligations pilot project, in which the child support recovery 25 unit (CSRU) participates, and which is supported by the efforts 26 of a nonprofit organization committed to strengthening the 27 community through youth development, healthy living, and social 28 responsibility in a county with a population over 350,000. 29 The CSRU participates in and develops parental obligations 30 pilot projects pursuant to 441 IAC ch. 100 to develop new ways 31 to assist parents in overcoming the barriers which interfere 32 with fulfilling their obligations to their children. Parental 33 obligations under the projects include emotional and personal 34 involvement of the parents beyond simply meeting financial 35 -1- LSB 1751SS (3) 85 pf/nh 1/ 2

An “unfunded pilot project” is a project in which 1 CSRU participates which is funded totally by an entity other 2 than CSRU, but which may use incentives offered under 441 IAC 3 ch. 100, such as establishment or modification of support 4 obligations that deviate from the child support guidelines. 5 The funds appropriated in the bill are to be used by 6 the recipient organization to develop a larger community 7 effort, through public and private partnerships, to support 8 a broad-based fatherhood initiative that promotes payment of 9 child support obligations, improved family relationships, and 10 full-time employment. 11 -2- LSB 1751SS (3) 85 pf/nh 2/ 2
