provides
for
the
appointment
of

the
Citizens’
Aide
with
the
approval
and
confirmation

of
a
constitutional
majority
of
both
the
Senate
and
the

House
of
Representatives;
and

WHEREAS,
on
June
9,
2010,
the
Legislative
Council
8
appointed
Ms.
Ruth
H.
Cooperrider
as
acting
Citizens’

Aide,
effective
upon
the
retirement
of
Mr.
William
P.
10
Angrick
II,
to
serve
pending
approval
and
confirmation
11
of
a
permanent
Citizens’
Aide;
and
12
WHEREAS,
on
January
19,
2011,
the
Service
13
Committee
of
the
Legislative
Council
recommended
Ms.
14
Cooperrider’s
appointment
as
Citizens’
Aide
for
a
15
four-year
term
commencing
July
1,
2011,
effective
16
upon
Senate
and
House
of
Representatives
approval
and
17
confirmation
of
the
appointment
by
resolution;
NOW

THEREFORE,

BE
IT
RESOLVED
BY
THE
SENATE,
THE
HOUSE
OF

REPRESENTATIVES
CONCURRING,
That
Ms.
Ruth
H.

Cooperrider
is
approved
and
confirmed
as
the
Citizens’

Aide
for
a
four-year
term
which
commences
July
1,
2011,

as
provided
in
