Section
1.
The
following
amendment
to
the
Constitution
of
1
the
State
of
Iowa
is
proposed:

Article
I
of
the
Constitution
of
the
State
of
Iowa
is
amended
3
by
adding
the
following
new
section:
4
Right
to
keep
and
bear
arms.
Sec.
1A.
The
right
of
the
5
people
to
keep
and
bear
arms
shall
not
be
infringed.
The
6
sovereign
state
of
Iowa
affirms
and
recognizes
this
right
to
be
7
a
fundamental
individual
right.
Any
and
all
restrictions
of
8
this
right
shall
be
subject
to
strict
scrutiny.

Sec.
2.
SUBMISSION
TO
ELECTORATE.
The
foregoing
proposed
10
amendment,
having
been
adopted
and
agreed
to
by
the
88th
11
General
Assembly,
2019
Session,
thereafter
duly
published,
and
12
now
adopted
and
agreed
to
by
the
89th
General
Assembly
in
this
13
joint
resolution,
shall
be
submitted
to
the
people
of
the
state
14
of
Iowa
at
the
general
election
in
November
of
the
year
2022
in
15
the
manner
required
by
the
Constitution
of
the
State
of
Iowa
16
and
the
laws
of
the
state
of
Iowa.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
19
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
joint
resolution
proposes
an
amendment
to
the
21
Constitution
of
the
State
of
Iowa,
for
adoption
by
the
second
22
consecutive
general
assembly,
providing
that
the
right
of
the
23
people
to
keep
and
bear
arms
shall
not
be
infringed.
The
24
sovereign
state
of
Iowa
affirms
and
recognizes
this
right
to
be
25
a
fundamental
right.
Any
and
all
restrictions
of
this
right
26
shall
be
subject
to
strict
scrutiny.

The
joint
resolution,
if
adopted,
would
be
submitted
to
the
28
electorate
for
ratification
at
the
general
election
in
November
