a.
An
owner
referred
to
in
subsection
12
who
is
a
member

of
the
United
States
army
special
forces
may,
upon
written

application
to
the
department
and
presentation
of
satisfactory

proof
of
such
membership,
order
special
registration
plates
11
with
a
United
States
army
special
forces
distinguishing
12
processed
emblem.
The
emblem
shall
be
designed
by
the
13
department
in
consultation
with
the
adjutant
general
and
must
14
include
a
representation
of
the
special
forces
branch
insignia.

The
special
plate
fees
collected
by
the
director
under
16
subsection
12,
paragraph
“a”
,
from
the
annual
validation
of
17
letter-number
designated
special
forces
plates,
and
subsection
18
12,
paragraph
“c”
,
from
the
issuance
and
annual
validation
of
19
personalized
special
forces
plates
shall
be
paid
monthly
to
the
20
treasurer
of
state
and
deposited
in
the
road
use
tax
fund.
The
21
treasurer
of
state
shall
transfer
monthly
from
the
statutory
22
allocations
fund
created
under
section
321.145,
subsection
2,
23
to
the
veterans
license
fee
fund
created
in
section
35A.11
24
the
amount
of
the
special
fees
collected
under
subsection
12,
25
paragraph
“a”
,
in
the
previous
month
for
special
forces
plates.

Notwithstanding
subsection
12,
paragraph
“a”
,
an
owner

who
is
approved
for
special
registration
plates
under
this

subsection
shall
be
issued
one
set
of
special
registration

plates
with
a
United
States
army
special
forces
distinguishing

processed
emblem
at
no
charge.

The
surviving
spouse
of
a
person
who
was
issued
special

plates
under
this
subsection
may
continue
to
use
or
apply
for

use
the
special
plates
subject
to
registration
of
the

special
plates
in
the
surviving
spouse’s
name
and
upon
payment

five-dollar
special
plate
fee
and
the
regular

annual
registration
fee
for
the
vehicle.
If
the
surviving

spouse
remarries,
the
surviving
spouse
shall
return
the
special

plates
to
the
department
and
the
department
shall
issue
regular
4
registration
plates
to
the
surviving
spouse.

This
bill
authorizes
the
department
of
transportation
(DOT)
9
to
issue
special
registration
plates
bearing
a
United
States
10
army
special
forces
distinguishing
processed
emblem
designed
11
by
the
DOT
in
consultation
with
the
adjutant
general.
The
12
processed
emblem
must
include
a
representation
of
the
special
13
forces
branch
insignia.
The
special
forces
are
also
referred
14
to
as
the
“green
berets”.
A
person
who
is
a
member
of
the
15
special
forces
may
apply
to
the
DOT
and
present
satisfactory
16
proof
of
such
membership
to
order
the
plates.
17
Under
current
law,
the
fee
for
the
issuance
of
special
18
registration
plates
with
a
processed
emblem
is
$25
which
is
19
in
addition
to
the
regular
annual
registration
fee.
The
bill
20
provides
that
a
person
who
is
approved
for
the
special
forces
21
plates
must
be
issued
one
set
of
plates
at
no
charge.

The
bill
requires
the
fees
collected
by
the
DOT
for
the
23
special
forces
plates
to
be
paid
monthly
to
the
treasurer
of
24
state
and
deposited
in
the
road
use
tax
fund.
The
treasurer
of
25
state
must
credit
monthly
from
the
statutory
allocations
fund
26
to
the
veterans
license
fee
fund
the
amount
of
special
fees
for
27
special
forces
plates
collected
in
the
previous
month.
28
The
bill
authorizes
the
surviving
spouse
of
a
person
who
was
29
issued
special
forces
plates
to
continue
to
use
or
apply
for
30
and
use
the
plates
subject
to
certain
conditions.
