population

represented
by
the
community
action
areas
compared
to
the

size
of
the
poverty-level
population
in
the
state.

An
amount
not

percent
of

funds

appropriated

agencies

The
department

services
during
each
state
fiscal
year
shall
develop
a

plan
for
the
use
of
federal
social
services
block
grant
funds

subsequent
state
fiscal
year.

The
proposed
plan
shall
include
all
programs
and
services

at
the
state
level
which
the
department
proposes
to
fund
with
12
federal
social
services
block
grant
funds,
and
shall
identify

state
and
other
funds
which
the
department
proposes
to
use
to

fund
the
state
programs
and
services.

The
proposed
plan
shall
also
include
all
local
programs
and

services
which
are
eligible
to
be
funded
with
federal

grant

grant
funds
available
for
the
local
programs

services,
and
the
manner
of
distribution
of
the
federal

proposed

proposed
plan
shall

submitted
with
the
department’s

budget
requests
to
the
governor

PROJECTS

ASSISTANCE
IN
TRANSITION
FROM

HOMELESSNESS.

1.
Upon
receipt
of
the
minimum
formula
grant
from

the
federal
substance
abuse
and
mental
health
services

administration
to
provide
mental
health
services
for
the

homeless,
for
the
federal
fiscal
years
beginning
October
1,

2019,
and
October
1,
2020,
the
department
of
human
services

shall
assure
that
a
project
which
receives
funds
under
the

grant
shall
do

subsection

of
this
Act,
for
which

each
block
grant
is
available
according
to
the
percentages
that

each
program
is
to
receive
as
specified

this
Act.
However,

if
the
governor
determines
that
the
funds
allocated
by
the
17
percentages
will
not
be
sufficient
to
accomplish
the
purposes
18
of
a
particular
program,
or
if
the
appropriation
is
not
19
allocated
by
percentage,
the
governor
may
allocate
the
funds
in
20
a
manner
which
will
accomplish
to
the
greatest
extent
possible

the
purposes
of
the
various
programs

which
the
block
grants
