Notwithstanding section 4 261.85, for the fiscal year beginning July 1, 2017, and ending 5 June 30, 2018, the amount appropriated from the general fund 6 of the state to the college student aid commission for the 7 work-study program under section 261.85 shall be zero. 8 DEPARTMENT OF EDUCATION 9 Sec. 5. From the moneys deposited in the school ready children 28 grants account for the fiscal year beginning July 1, 2017, and 29 ending June 30, 2018, not more than $265,950 is allocated for 30 the early childhood Iowa office and other technical assistance 31 activities. Moneys allocated under this lettered paragraph 32 may be used by the early childhood Iowa state board for the 33 purpose of skills development and support for ongoing training 34 of staff. However, except as otherwise provided in this 35 -5- LSB 1049JB (1) 87 kh/tm 5/ 55
S.F. _____ H.F. _____ subsection, moneys shall not be used for additional staff or 1 for the reimbursement of staff. 2 b. Of the amount appropriated in this subsection for 3 deposit in the school ready children grants account of the 4 early childhood Iowa fund, $2,318,018 shall be used for efforts 5 to improve the quality of early care, health, and education 6 programs. Moneys allocated pursuant to this paragraph may be 7 used for additional staff and for the reimbursement of staff. 8 The early childhood Iowa state board may reserve a portion 9 of the allocation, not to exceed $88,650, for the technical 10 assistance expenses of the early childhood Iowa state office, 11 including the reimbursement of staff, and shall distribute 12 the remainder to early childhood Iowa areas for local quality 13 improvement efforts through a methodology identified by the 14 early childhood Iowa state board to make the most productive 15 use of the funding, which may include use of the distribution 16 formula, grants, or other means. 17 c. Of the amount appropriated in this subsection for 18 deposit in the school ready children grants account of 19 the early childhood Iowa fund, $825,030 shall be used for 20 support of professional development and training activities 21 for persons working in early care, health, and education by 22 the early childhood Iowa state board in collaboration with 23 the professional development component groups maintained by 24 the early childhood Iowa stakeholders alliance pursuant to 25 section 256I.12, subsection 7, paragraph “b”, and the early 26 childhood Iowa area boards. Expenditures shall be limited to 27 professional development and training activities agreed upon by 28 the parties participating in the collaboration. 29 9. BIRTH TO AGE THREE SERVICES 30 a. For expansion of the federal Individuals with 31 Disabilities Education Improvement Act of 2004, Pub. L. No. 32 108-446, as amended to January 1, 2017, birth through age three 33 services due to increased numbers of children qualifying for 34 those services: 35 -6- LSB 1049JB (1) 87 kh/tm 6/ 55

The moneys appropriated in this subsection shall be 10 used for implementation and expansion of early head start 11 pilot projects addressing the comprehensive cognitive, social, 12 emotional, and developmental needs of children from birth to 13 age three, including prenatal support for qualified families. 14 The projects shall promote healthy prenatal outcomes and 15 healthy family functioning, and strengthen the development of 16 infants and toddlers in low-income families. Priority shall be 17 given to those organizations that have previously qualified for 18 and received state funding to administer an early head start 19 project. 20 11. TEXTBOOKS OF NONPUBLIC SCHOOL PUPILS 21 a. The department may charge school districts and accredited 32 nonpublic schools a fee for the system not to exceed the actual 33 costs to purchase a statewide license for the early warning 34 assessment minus the moneys received by the department under 35 -8- LSB 1049JB (1) 87 kh/tm 8/ 55

The fee shall be determined by dividing the 1 actual remaining costs to purchase the statewide license for 2 the school year by the number of pupils assessed under the 3 system in the current fiscal year. School districts may use 4 moneys received pursuant to section 257.10, subsection 11, and 5 moneys received for purposes of implementing section 279.68, 6 subsection 2, to pay the early warning assessment system fee. 7 18. IOWA READING RESEARCH CENTER 8 a. For purposes of the Iowa reading research center in 9 order to implement, in collaboration with the area education 10 agencies, the provisions of section 256.9, subsection 53, 11 paragraph “c”: 12 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 957,500 13 b. MIDWESTERN HIGHER EDUCATION COMPACT 19 a. Notwithstanding section 1 270.7, the department of administrative services shall pay 2 the state school for the deaf and the Iowa braille and sight 3 saving school the moneys collected from the counties during the 4 fiscal year beginning July 1, 2017, for expenses relating to 5 prescription drug costs for students attending the state school 6 for the deaf and the Iowa braille and sight saving school. 7 Sec. 10. Section 261.1, subsection 2, paragraphs a and d, 8 Code 2017, are amended to read as follows: 9 a. A member of the state board of regents to be named by the 10 board, or the executive director of the board if so appointed 11 by the board, who shall serve for a four-year term or until the 12 expiration of the member’s term of office. Such member shall 13 convene the organizational meeting of the commission. 14 d. Eight Nine additional members to be appointed by the 15 governor . as follows: 16 (1) One of the members member shall be selected to represent 17 private colleges and universities located in the state of Iowa. 18 When appointing this member, the governor shall give careful 19 consideration to any person or persons nominated or recommended 20 by any organization or association of some or all private 21 colleges and universities located in the state of Iowa. 22 (2) One of the members member shall be selected to represent 23 Iowa’s community colleges located in the state of Iowa . 24 When appointing this member, the governor shall give careful 25 consideration to any person or persons nominated or recommended 26 by any organization or association of Iowa community colleges. 27 (3) One member shall be enrolled as a student at a an 28 institution of higher learning governed by the board of regents 29 institution , a community college, or an accredited private 30 institution. 31 (4) One member shall be a representative of a lending 32 institution located in this state. When appointing this member, the governor 5 shall give careful consideration to any person nominated by 6 an Iowa teacher association or other education stakeholder 7 organization. 8 (6) The other three Four members shall represent the 9 general public , none of whom shall be official officers, board 10 members , or trustees of an institution of higher learning or 11 of an association of institutions of higher learning , shall be 12 selected to represent the general public . 13 Sec. 11. Section 261.1, subsection 3, Code 2017, is amended 14 to read as follows: 15 3. The members of the commission appointed by the governor 16 shall serve for a term of four years. The voting members of 17 the commission shall elect a chairperson and vice chairperson. 18 Meetings may be called by the chairperson or a majority of the 19 voting members. 20 Sec. 12. Section 261.1, subsection 4, paragraph b, Code 21 2017, is amended to read as follows: 22 b. A vacancy shall exist on the commission when a 23 legislative member of the commission ceases to be a member of 24 the general assembly , when a parent member no longer has a 25 child enrolled in postsecondary education, or when a student 26 member ceases to be enrolled as a student. Such vacancy shall 27 be filled within thirty days. 28 Sec. 13. Section 261.2, subsections 6 and 8, Code 2017, are 29 amended to read as follows: 30 6. Develop and implement, in cooperation with the 31 department of human services and the judicial branch, a program 32 to assist juveniles who are sixteen years of age or older and 33 who have a case permanency plan under chapter 232 or 237 or are 34 otherwise under the jurisdiction of chapter 232 in applying 35 -18- LSB 1049JB (1) 87 kh/tm 18/ 55
S.F. _____ H.F. _____ for federal and state aid available for higher education. 1 The commission shall also develop and implement the all Iowa 2 opportunity foster care grant program in accordance with 3 section 261.6 . 4 8. Submit by January 15 annually a report to the general 5 assembly which provides, by program, the number of individuals 6 who received loan forgiveness or loan repayment in the previous 7 fiscal year, the amount amounts paid to or on behalf of 8 individuals under sections 261.73 , and 261.112 , and 261.116 , 9 and the institutions from which individuals graduated, and that 10 includes any proposed statutory changes and the commission’s 11 findings and recommendations. 12 Sec. 14. Section 261.9, Code 2017, is amended by adding the 13 following new subsection: 14 NEW SUBSECTION . 2A. “Eligible institution” means an 15 institution of higher learning located in Iowa which is 16 operated privately and not controlled or administered by any 17 state agency or any subdivision of the state, which is not 18 exempt from taxation under section 501(c)(3) of the Internal 19 Revenue Code, and which meets all of the criteria in subsection 20 1, paragraphs “d” through “i” , and the criteria in paragraphs 21 “a” or “b” as follows: 22 a. Is accredited by the higher learning commission and 23 which, effective January 8, 2010, purchased an accredited 24 private institution that was exempt from taxation under section 25 501(c) of the Internal Revenue Code, or whose students were 26 eligible to receive tuition grants in the fiscal year beginning 27 July 1, 2003. The eligible institution shall annually provide 28 a matching aggregate amount of institutional financial aid 29 which shall increase by the percentage of increase each 30 fiscal year of funds appropriated for Iowa tuition grants 31 under section 261.25, subsection 2, to a maximum match of one 32 hundred percent as initiated under section 261.9, subsection 1, 33 paragraph “b” , Code 2005. 34 b. Is a barber school licensed under section 158.7 or 35 -19- LSB 1049JB (1) 87 kh/tm 19/ 55
S.F. _____ H.F. _____ a school of cosmetology arts and sciences licensed under 1 chapter 157 and is accredited by a national accrediting agency 2 recognized by the United States department of education. For 3 the fiscal year beginning July 1, 2017, an eligible institution 4 under this paragraph shall provide a matching aggregate amount 5 of institutional financial aid equal to at least seventy-five 6 percent of the amount received by the institution’s students 7 for Iowa tuition grant assistance under section 261.16A. 8 For the fiscal year beginning July 1, 2018, the institution 9 shall provide a matching aggregate amount of institutional 10 financial aid equal to at least eighty-five percent of the 11 amount received in that fiscal year. Commencing with the 12 fiscal year beginning July 1, 2019, and each succeeding fiscal 13 year, the matching aggregate amount of institutional financial 14 aid shall be at least equal to the match provided by eligible 15 institutions under section 261.16A, subsection 2. 16 Sec. 15. NEW SECTION . 261.16A Iowa tuition grants —— 17 for-profit colleges. 18 1. Students qualified. A tuition grant from moneys 19 appropriated under section 261.25, subsection 2, may be awarded 20 to a resident of Iowa who is admitted and in attendance as 21 a full-time or part-time resident student at an eligible 22 institution and who establishes financial need. 23 2. Extent of grant. 24 a. A qualified full-time resident student enrolled in 25 an eligible institution that meets the criteria of section 26 261.9, subsection 2A, paragraph “a” , may receive tuition grants 27 for not more than eight semesters of undergraduate study or 28 the trimester or quarter equivalent; a qualified part-time 29 resident student enrolled in the eligible institution may 30 receive tuition grants for not more than sixteen semesters of 31 undergraduate study or the trimester or quarter equivalent. 32 b. A qualified full-time resident student enrolled in an 33 eligible institution that meets the criteria of section 261.9, 34 subsection 2A, paragraph “b” , may receive tuition grants for not 35 -20- LSB 1049JB (1) 87 kh/tm 20/ 55
S.F. _____ H.F. _____ more than four semesters or the trimester or quarter equivalent 1 of two full years of study. However, if a student resumes 2 study after at least a two-year absence, the student may again 3 be eligible for the specified amount of time, except that the 4 student shall not receive assistance for courses for which 5 credit was previously received. 6 3. Amount of grant. 7 a. The amount of a tuition grant to a qualified full-time 8 student for the fall and spring semesters, or the trimester 9 or quarter equivalent, shall be the amount of the student’s 10 financial need for that period. However, a tuition grant shall 11 not exceed six thousand dollars. 12 b. The amount of a tuition grant to a qualified full-time 13 student for the summer semester or trimester or quarter 14 equivalent shall be one-half the amount of the tuition grant 15 the student receives under paragraph “a” . 16 c. The amount of a tuition grant to a qualified part-time 17 student enrolled in a course of study including at least three 18 semester hours but fewer than twelve semester hours for the 19 fall, spring, and summer semesters, or the trimester or quarter 20 equivalent, shall be equal to the amount of a tuition grant 21 that would be paid to a full-time student times a number which 22 represents the number of hours in which the part-time student 23 is actually enrolled divided by twelve semester hours, or the 24 trimester or quarter equivalent. 25 d. If a qualified student receives financial aid under any 26 other program, the full amount of such financial aid shall be 27 considered part of the student’s financial resources available 28 in determining the amount of the student’s financial need 29 for that period. In no case may the state’s total financial 30 contribution to the student’s education, including financial 31 aid under any other state or federal program, exceed the 32 tuition and mandatory fees at the eligible institution the 33 student attends. 34 4. Grant payments —— attendance discontinued. 35 -21- LSB 1049JB (1) 87 kh/tm 21/ 55

Payments under the tuition grant shall be allocated 1 equally among the semesters or the trimester or quarter 2 equivalents and shall be paid at the beginning of each semester 3 or trimester or quarter equivalent upon certification by the 4 eligible institution that the student is admitted and in 5 full-time or part-time attendance in a course of study. 6 b. If the student discontinues attendance before the end 7 of any semester, or the trimester or quarter equivalent, after 8 receiving payment under the grant, the entire amount of any 9 refund due that student, up to the amount of any payments 10 made under the annual grant, shall be paid by the eligible 11 institution to the state. 12 5. Commission responsibilities. The commission’s 13 responsibilities for administering tuition grants under this 14 section shall be the same as provided under section 261.15. 15 The commission may require an eligible institution to promptly 16 furnish any information which the commission may request in 17 connection with the tuition grant program. 18 6. Grant applications. Each applicant for a tuition grant 19 under this section shall meet the requirements of section 20 261.16. 21 7. Reports to commission. An eligible institution shall 22 file annual reports with the commission, as required by the 23 commission and under section 261.9, prior to receipt of tuition 24 grant moneys under this chapter. 25 Sec. 16. Section 261.25, subsections 1, 2, and 3, Code 2017, 26 are amended to read as follows: 27 1. There is appropriated from the general fund of the state 28 to the commission for each fiscal year the sum of forty-five 29 million five eight hundred thirteen eighty thousand four nine 30 hundred forty-eight fifty-one dollars for tuition grants to 31 qualified students who are enrolled in accredited private 32 institutions . 33 2. S.F. _____ H.F. _____ one million five hundred thousand dollars for tuition grants 1 for qualified students attending for-profit accredited private 2 who are enrolled in eligible institutions located in Iowa . 3 A for-profit institution which, effective March 9, 2005, or 4 effective January 8, 2010, purchased an accredited private 5 institution that was exempt from taxation under section 501(c) 6 of the Internal Revenue Code , shall be an eligible institution 7 under the tuition grant program. For purposes of the tuition 8 grant program, “for-profit accredited private institution” means 9 an accredited private institution which is not exempt from 10 taxation under section 501(c)(3) of the Internal Revenue Code 11 but which otherwise meets the requirements of section 261.9, 12 subsection 1 , paragraph “b” , and whose students were eligible 13 to receive tuition grants in the fiscal year beginning July 1, 14 2003. 15 3. There is appropriated from the general fund of the 16 state to the commission for each fiscal year the sum of two 17 one million two seven hundred fifty thousand one hundred 18 eighty-five dollars for vocational-technical tuition grants. 19 Sec. 17. Section 261.25, subsection 5, Code 2017, is amended 20 by striking the subsection. 21 Sec. 18. Section 261.87, subsection 1, Code 2017, is amended 22 by adding the following new paragraph: 23 NEW PARAGRAPH . 0b. “Eligible foster care student” means 24 a person who has a high school diploma or a high school 25 equivalency diploma under chapter 259A and is described by any 26 of the following: 27 (1) Is age seventeen and is in a court-ordered placement 28 under chapter 232 under the care and custody of the department 29 of human services or juvenile court services. 30 (2) Is age seventeen and has been placed in a state juvenile 31 institution pursuant to a court order entered under chapter 232 32 under the care and custody of the department of human services. 33 (3) Is age eighteen through twenty-three and is described 34 by any of the following: 35 -23- LSB 1049JB (1) 87 kh/tm 23/ 55
S.F. _____ H.F. _____ (a) On the date the person reached age eighteen or during 1 the thirty calendar days preceding or succeeding that date, 2 the person was in a licensed foster care placement pursuant 3 to a court order entered under chapter 232 under the care and 4 custody of the department of human services or juvenile court 5 services. 6 (b) On the date the person reached age eighteen or during 7 the thirty calendar days preceding or succeeding that date, the 8 person was under a court order under chapter 232 to live with a 9 relative or other suitable person. 10 (c) The person was in a licensed foster care placement 11 pursuant to an order entered under chapter 232 prior to being 12 legally adopted after reaching age sixteen. 13 (d) On the date the person reached age eighteen or during 14 the thirty calendar days preceding or succeeding that date, 15 the person was placed in a state juvenile institution pursuant 16 to a court order entered under chapter 232 under the care and 17 custody of the department of human services. 18 Sec. 19. Section 261.87, Code 2017, is amended by adding the 19 following new subsection: 20 NEW SUBSECTION . 2A. Priority for scholarship 21 awards. Priority for scholarships under this section shall be 22 given to eligible foster care students who meet the eligibility 23 criteria under subsection 2. Following distribution to 24 students who meet the eligibility criteria under subsection 2, 25 the commission may establish priority for awarding scholarships 26 using any moneys that remain in the all Iowa opportunity 27 scholarship fund. 28 Sec. 20. Section 271.2, Code 2017, is amended by striking 29 the section and inserting in lieu thereof the following: 30 271.2 Purposes. 31 The Oakdale campus shall serve as an extension of the 32 university of Iowa’s main campus in Iowa City. The Oakdale 33 campus shall serve the university’s mission, including being 34 the location for the state hygienic laboratory, the university 35 -24- LSB 1049JB (1) 87 kh/tm 24/ 55

Section 279.68, subsection 1, paragraph a, Code 3 2017, is amended to read as follows: 4 a. A school district shall assess all students enrolled 5 in kindergarten through grade three at the beginning of each 6 school year for their level of reading or reading readiness 7 on locally determined or statewide assessments, as provided 8 in section 256.7, subsection 31 . If a student is not reading 9 proficiently and is persistently at risk in reading, based upon 10 the assessments administered in accordance with this paragraph, 11 the school district shall provide intensive reading instruction 12 to the student. The student’s reading proficiency shall be 13 periodically reassessed by locally determined or statewide 14 assessments including periodic universal screening and annual 15 standard-based assessments. The student shall continue to be 16 provided with intensive reading instruction , at grade levels 17 beyond grade three if necessary, until the student is reading 18 at grade level, as determined by the student’s consistently 19 proficient performance on valid and reliable measures of 20 reading ability. For purposes of this section , “persistently at 21 risk” means the student has not met the grade-level benchmark on 22 two consecutive screening assessments administered under this 23 paragraph. 24 Sec. 22. Section 279.68, subsection 1, paragraph c, Code 25 2017, is amended by striking the paragraph. 26 Sec. 23. Section 279.68, subsection 2, paragraph e, Code 27 2017, is amended by striking the paragraph. 28 Sec. 24. Each school district and area education agency shall may 4 provide a beginning teacher mentoring and induction program for 5 all teachers who are beginning teachers , and notwithstanding 6 section 284.4, subsection 1 , a school district and an area 7 education agency shall be eligible to receive moneys under 8 section 284.13, subsection 1 , paragraph “b” , for purposes 9 of implementing a beginning teacher mentoring and induction 10 program in accordance with this section . 11 3. Each school district and area education agency that 12 provides a beginning teacher mentoring and induction program 13 under this chapter shall develop a plan for the program. A 14 school district shall include its plan in the school district’s 15 comprehensive school improvement plan submitted pursuant to 16 section 256.7, subsection 21 . The plan shall, at a minimum, 17 provide for a two-year sequence of induction program content 18 and activities to support the Iowa teaching standards and 19 beginning teacher professional and personal needs; mentor 20 training that includes, at a minimum, skills of classroom 21 demonstration and coaching, and district expectations for 22 beginning teacher competence on Iowa teaching standards; 23 placement of mentors and beginning teachers; the process for 24 dissolving mentor and beginning teacher partnerships; district 25 organizational support for release time for mentors and 26 beginning teachers to plan, provide demonstration of classroom 27 practices, observe teaching, and provide feedback; structure 28 for mentor selection and assignment of mentors to beginning 29 teachers; a district facilitator; and program evaluation. 30 Sec. 29. Section 284.6, subsection 8, Code 2017, is amended 31 to read as follows: 32 8. For each year in which a school district receives funds 33 calculated and paid to school districts for professional 34 development pursuant to section 257.10, subsection 10 , or 35 -26- LSB 1049JB (1) 87 kh/tm 26/ 55
S.F. _____ H.F. _____ section 257.37A, subsection 2 , the school district shall create 1 quality professional development opportunities. Not less than 2 thirty-six hours in the school calendar, held outside of the 3 minimum school day, shall be set aside during nonpreparation 4 time or designated professional development time to allow 5 practitioners to collaborate with each other to deliver 6 educational programs and assess student learning, or to engage 7 in peer review pursuant to section 284.8, subsection 1 . The 8 funds may be used to implement the professional development 9 provisions of the teacher career paths and leadership roles 10 specified in section 284.15 , including but not limited to 11 providing professional development to teachers, including 12 additional salaries for time beyond the normal negotiated 13 agreement; activities and pay to support a beginning teacher 14 mentoring and induction program that meets the requirements 15 of section 284.5; pay for substitute teachers, professional 16 development materials, speakers, and professional development 17 content; and costs associated with implementing the individual 18 professional development plans. The use of the funds shall 19 be balanced between school district, attendance center, 20 and individual professional development plans, making every 21 reasonable effort to provide equal access to all teachers. 22 Sec. 30. Section 284.13, subsection 1, paragraphs a, c, d, 23 and f, Code 2017, are amended to read as follows: 24 a. For the fiscal year beginning July 1, 2016 2017 , and 25 ending June 30, 2017 2018 , to the department of education , the 26 amount of eight hundred forty-six thousand two hundred fifty 27 dollars for the issuance of national board certification awards 28 in accordance with section 256.44 . Of the amount allocated 29 under this paragraph, not less than eighty-five thousand 30 dollars shall be used to administer the ambassador to education 31 position in accordance with section 256.45 . 32 c. For the fiscal year beginning July 1, 2016 2017 , and 33 ending June 30, 2017 2018 , up to seven hundred eighty-six 34 seventy-four thousand eight three hundred sixteen dollars to 35 -27- LSB 1049JB (1) 87 kh/tm 27/ 55
S.F. _____ H.F. _____ the department for purposes of implementing the professional 1 development program requirements of section 284.6 , assistance 2 in developing model evidence for teacher quality committees 3 established pursuant to section 284.4, subsection 1 , paragraph 4 “c” , and the evaluator training program in section 284.10 . 5 A portion of the funds allocated to the department for 6 purposes of this paragraph may be used by the department for 7 administrative purposes and for not more than four full-time 8 equivalent positions. 9 d. For the fiscal year beginning July 1, 2016 2017 , and 10 ending June 30, 2017 2018 , an amount up to one million one 11 hundred thirty-six twenty-three thousand four nine hundred ten 12 dollars to the department for the establishment of teacher 13 development academies in accordance with section 284.6, 14 subsection 10 . A portion of the funds allocated to the 15 department for purposes of this paragraph may be used for 16 administrative purposes. 17 f. For the fiscal year beginning July 1, 2017 2018 , 18 and for each subsequent fiscal year, to the department of 19 education, ten million dollars for purposes of implementing 20 the supplemental assistance for high-need schools provisions 21 of section 284.11 . Annually, of the moneys allocated to 22 the department for purposes of this paragraph, up to one 23 hundred thousand dollars may be used by the department for 24 administrative purposes and for not more than one full-time 25 equivalent position. 26 Sec. 31. Section 284.13, subsection 1, paragraph b, Code 27 2017, is amended by striking the paragraph. 28 Sec. 32. Section 284.13, subsection 1, Code 2017, is amended 29 by adding the following new paragraphs: 30 NEW PARAGRAPH . 0f. For the fiscal year beginning July 1, 31 2017, and ending June 30, 2018, to the department an amount up 32 to twenty-five thousand dollars for purposes of the fine arts 33 beginning teacher mentoring program established under section 34 256.34. 35 -28- LSB 1049JB (1) 87 kh/tm 28/ 55

For the fiscal year beginning July 1, 1 2017, and ending June 30, 2018, to the department an amount 2 up to six hundred twenty-six thousand one hundred ninety-one 3 dollars shall be used by the department for a delivery system, 4 in collaboration with area education agencies, to assist in 5 implementing the career paths and leadership roles considered 6 pursuant to sections 284.15, 284.16, and 284.17, including but 7 not limited to planning grants to school districts and area 8 education agencies, technical assistance for the department, 9 technical assistance for districts and area education agencies, 10 training and staff development, and the contracting of external 11 expertise and services. In using moneys allocated for purposes 12 of this paragraph, the department shall give priority to school 13 districts with certified enrollments of fewer than six hundred 14 students. A portion of the moneys allocated annually to the 15 department for purposes of this paragraph may be used by the 16 department for administrative purposes and for not more than 17 five full-time equivalent positions. 18 Sec. 33. Section 284.15, subsection 2, paragraph a, 19 subparagraph (1), Code 2017, is amended to read as follows: 20 (1) The salary for an initial teacher who has successfully 21 completed an approved practitioner preparation program as 22 defined in section 272.1 or holds an initial or intern teacher 23 license issued under chapter 272 , and who participates in the 24 beginning teacher mentoring and induction program as provided 25 in this chapter , shall be at least thirty-three thousand five 26 hundred dollars, which shall also constitute the minimum salary 27 for an Iowa teacher. 28 Sec. 34. Section 284.15, subsection 2, paragraph b, 29 subparagraph (1), Code 2017, is amended by striking the 30 subparagraph. 31 Sec. 35. Section 284.16, subsection 1, paragraph a, 32 subparagraph (3), Code 2017, is amended by striking the 33 subparagraph. 34 Sec. 36. The criteria shall be 5 based on need for instruction in English as a second language 6 in the region served by each community college as determined by 7 factors including data from the latest federal decennial census 8 and outreach efforts to determine regional needs. 9 (4) From the moneys appropriated in this lettered paragraph 10 “b”, $210,000 shall be transferred to the department of human 11 services for purposes of administering a pilot project to 12 provide access to international resources to Iowans and new 13 Iowans to provide economic and leadership development resulting 14 in Iowa being a more inclusive and welcoming place to live, 15 work, and raise a family. Notwithstanding section 8.33, moneys appropriated 8 in this section of this Act that remain unencumbered or 9 unobligated at the close of the fiscal year shall not revert 10 but shall remain available for expenditure for the purposes 11 designated until the close of the succeeding fiscal year. 12 EXPLANATION 13 The inclusion of this explanation does not constitute agreement with 14 the explanation’s substance by the members of the general assembly. 15 This bill appropriates moneys for fiscal years 2017-2018 16 and 2018-2019 from the general fund of the state and other 17 funds to the college student aid commission, the department for 18 the blind, the department of education, and the state board 19 of regents and its institutions. The bill is organized by 20 divisions. 21 DIVISION I —— FY 2017-2018. The bill appropriates to the 22 department for the blind for its administration. 23 The bill includes appropriations to the college student 24 aid commission for general administrative purposes, the loan 25 repayment program for health care professionals, the national 26 guard educational assistance program, the teacher shortage 27 loan forgiveness program, the all Iowa opportunity scholarship 28 program, the teach Iowa scholar program, the rural Iowa primary 29 care loan repayment program, and the rural Iowa advanced 30 registered nurse practitioner and physician assistant loan 31 repayment program. 32 The bill modifies statute to provide that students enrolled 33 in barber and cosmetology arts and sciences schools are 34 eligible for tuition grant moneys appropriated for students 35 -51- LSB 1049JB (1) 87 kh/tm 51/ 55
S.F. _____ H.F. _____ attending for-profit accredited private institutions in Iowa 1 and modifies Code section 261.25 to change the standing limited 2 tuition grant appropriation amounts. 3 The bill prohibits the commission from approving new loan 4 forgiveness applications under the teacher shortage loan 5 forgiveness program. The bill also repeals the all Iowa 6 opportunity foster care grant program, but amends Code section 7 261.87 to prioritize students who meet foster care criteria 8 under the all Iowa opportunity scholarship program. The bill 9 also repeals the barber and cosmetology arts and sciences 10 tuition grant program and the registered nurse and nurse 11 educator loan forgiveness program. 12 The bill makes changes to the membership of the college 13 student aid commission. Currently, one of the members of 14 the commission is also a member of the board of regents or 15 the executive director of the board of regents. The bill 16 strikes a provision that directs this member to convene the 17 organizational meeting of the commission. The bill strikes 18 provisions requiring that one member represent a lending 19 institution and one member be an individual who is repaying or 20 has repaid a student loan guaranteed by the commission, and 21 adds provisions requiring that one member be a parent of a 22 student enrolled in an accredited postsecondary institution in 23 the state, and that one member represent practitioners licensed 24 by the board of educational examiners. The bill increases 25 the number of members who represent the general public from 26 three to four members, and provides that none of the four shall 27 be officers, board members, or trustees of an institution or 28 association of institutions of higher learning. Under the 29 bill, a vacancy occurs when the parent member no longer has a 30 child enrolled in postsecondary education. 31 The bill appropriates moneys to the department of education 32 for purposes of the department’s general administration, 33 career and technical education administration, division of 34 vocational rehabilitation services including independent 35 -52- LSB 1049JB (1) 87 kh/tm 52/ 55
S.F. _____ H.F. _____ living programs, the entrepreneurs with disabilities program, 1 and independent living centers, state library for general 2 administration and the enrich Iowa program, public broadcasting 3 division, career and technical education to secondary schools, 4 school food service, early childhood Iowa fund, expansion 5 of the federal Individuals with Disabilities Education 6 Improvement Act birth through age three services, early head 7 start projects, textbooks for nonpublic school pupils, the 8 student achievement and teacher quality program, jobs for 9 America’s graduates specialists, the beginning administrator 10 mentoring and induction program, the online state job posting 11 system, successful progression for early readers, an early 12 warning system for literacy, the Iowa reading research center, 13 distribution to the midwestern higher education compact to pay 14 Iowa’s member state annual obligation, area education agencies, 15 and community colleges. 16 The bill provides that implementation of the Iowa attendance 17 center ranking system by the department of education for the 18 fiscal year beginning July 1, 2017, and each succeeding fiscal 19 year, shall be subject to an appropriation of sufficient funds 20 by the general assembly for purposes of implementation and 21 maintenance of the system. 22 For the 2017-2018 fiscal year, the bill reduces the standing 23 appropriation for at-risk children under Code section 279.51. 24 The bill does not fund the regional telecommunications 25 councils. 26 The bill amends Code section 279.68 to eliminate 27 requirements relating to an intensive summer reading program, 28 promotion to grade four by students persistently at risk in 29 reading, and good cause exemptions for purposes of attendance 30 at the intensive summer reading programs and promotion to grade 31 four. Intensive reading instruction must be provided by school 32 districts to students beyond grade three if necessary. 33 The bill allows school districts to use state professional 34 development funds for activities and pay to support beginning 35 -53- LSB 1049JB (1) 87 kh/tm 53/ 55
S.F. _____ H.F. _____ teacher mentoring and induction programs, but eliminates 1 requirements that school districts provide such programs. 2 The bill modifies the provisions of Code section 284.13 3 providing for allocation of the moneys appropriated for 4 purposes of the student achievement and teacher quality 5 program. The bill adds an allocation for the fine arts 6 beginning teacher mentoring program and delays until the 7 fiscal year beginning July 1, 2018, allocation of $10 million 8 in student achievement and teacher quality program moneys to 9 the department of education for purposes of implementing the 10 supplemental assistance for high-need schools provisions of 11 Code section 284.11. 12 The bill appropriates moneys to the state board of regents 13 for the board office, universities’ general operating budgets; 14 the southwest Iowa regents resource center, northwest Iowa 15 regents resource center, and the quad-cities graduate studies 16 center; Iowa public radio; the state university of Iowa; Iowa 17 state university of science and technology; the university of 18 northern Iowa; and for the Iowa school for the deaf and the 19 Iowa braille and sight saving school, including tuition and 20 transportation costs for students residing in the schools and 21 licensed classroom teachers. 22 The bill authorizes the state board of regents to sell or 23 otherwise dispose of the Iowa braille and sight saving school 24 property in Vinton. 25 The bill modifies statutory language relating to the 26 Oakdale campus at the state university of Iowa and repeals 27 provisions that require the state board of regents to establish 28 and maintain a department of homeopathic materia medica and 29 therapeutics and an institute of child behavior and development 30 at the state university of Iowa. 31 DIVISION II —— WORKFORCE TRAINING PROGRAMS —— APPROPRIATIONS 32 FY 2017-2018.
