  1  1 A Resolution recognizing the 50th anniversary of the
  1  2    milestone achieved by the first African Americans to
  1  3    serve in the Iowa General Assembly, the Honorable
  1  4    Willie Stevenson Glanton and the Honorable James H.
  1  5    Jackson.
  1  6    WHEREAS, in 1880, the Iowa Constitution was amended
  1  7 to allow African American men to serve in the Iowa
  1  8 General Assembly; and
  1  9    WHEREAS, in 1926, the Iowa Constitution was
  1 10 amended to allow women to serve in the Iowa General
  2  1 Assembly; and
  2  2    WHEREAS, in 1965, Willie Stevenson Glanton and James
  2  3 H. Jackson became the first African Americans to serve
  2  4 in the Iowa General Assembly as members of the Iowa
  2  5 House of Representatives during the 61st Iowa General
  2  6 Assembly; and
  2  7    WHEREAS, 2015 marks the 50th anniversary of this
  2  8 important milestone in the history of Iowa and the Iowa
  2  9 General Assembly; and
  2 10    WHEREAS, the House of Representatives should
  2 11 celebrate and inform all Iowans of the history of the
  2 12 Iowa General Assembly and its members, especially
  2 13 members who represent historic firsts and exemplify the
  2 14 ideal of the citizen legislator; and
  2 15    WHEREAS, both Willie Stevenson Glanton and James H.
  2 16 Jackson distinguished themselves during the 61st Iowa
  2 17 General Assembly, working on important legislation on
  2 18 civil rights and housing discrimination while serving
  2 19 on several committees, including appropriations and
  2 20 education; and
  2 21    WHEREAS, Willie Stevenson Glanton was a trailblazer
  2 22 throughout her career as she was the second African
  2 23 American woman to be admitted to the Iowa Bar, the
  2 24 first African American woman to become an assistant
  2 25 county attorney in Polk County, the first African
  2 26 American attorney in the Iowa office of the United
  2 27 States Small Business Administration, and the first
  2 28 African American member of the Des Moines City Council,
  2 29 all culminating in her induction into the Iowa Women's
  2 30 Hall of Fame; and
  3  1 WHEREAS, James H. Jackson, a native of Waterloo
  3  2 and graduate of the University of Northern Iowa,
  3  3 distinguished himself throughout his career in both the
  3  4 public and private sectors, teaching in the Waterloo
  3  5 public school district and later becoming a pioneer for
  3  6 other African Americans in corporate America, holding
  3  7 senior management positions with Pepsi=Cola Bottling
  3  8 Company, ITT, Citibank, and CIGNA; NOW THEREFORE,
  3  9    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, That
  3 10 the House of Representatives honors and recognizes
  3 11 the important contributions both Willie Stevenson
  3 12 Glanton and James H. Jackson made to this state as the
  3 13 first African American members of the Iowa House of
  3 14 Representatives and as trailblazers and pioneers in
  3 15 both the public and private sectors throughout their
  3 16 careers.
