BY ANDERSON, GASKILL, COHOON, WOLFE, WINCKLER, LENSING, STAED, KURTH, HUNTER, JACOBY, OLSON, KRESSIG, MASCHER, FORBES, and McCONKEY 1 1 A Resolution requesting the legislative council to 1 2 establish an interim study committee to study 1 3 renewable energy use in state buildings and 1 4 facilities. 1 5 WHEREAS, Iowa has an abundant amount of wind, solar, 1 6 biofuel, and other renewable energy resources; and 1 7 WHEREAS, in 2016, Iowa ranked second among the 1 8 states in net electricity generation from wind 1 9 and third in net electricity generation from all 1 10 nonhydroelectric renewable energy resources; and 1 11 WHEREAS, wind generation provided 36.6 percent of 1 12 Iowa's total electricity generation in 2016, a larger 1 13 share than in any other state; and 1 14 WHEREAS, Iowa is a leader in renewable energy, 1 15 ranking among the top 10 states in the nation when it 1 16 comes to investing in renewable energy, according to a 1 17 recent nationwide report; and 1 18 WHEREAS, Iowa law encourages the deployment of 1 19 renewable energy and facilitates the implementation of 1 20 energy management improvements, including by allowing 1 21 the use of renewable energy, in state buildings and 1 22 facilities; and 1 23 WHEREAS, Iowa should capitalize on its abundant 1 24 renewable energy resources to implement the use of 1 25 renewable energy in state buildings and facilities, 1 26 saving the state energy costs and advancing its 2 1 commitment to renewable energy; NOW THEREFORE, 2 2 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, That 2 3 the House of Representatives requests the legislative 2 4 council to authorize and establish an interim study 2 5 committee, composed of members of the Senate and the 2 6 House of Representatives, to commence meeting during 2 7 the 2018 Legislative Interim. The purpose of the 2 8 interim study committee is to develop a strategic 2 9 plan regarding the feasibility, timeline, and costs 2 10 of implementing or expanding renewable energy usage 2 11 in state buildings and facilities. The strategic 2 12 plan shall give precedence to the implementation or 2 13 expansion of renewable energy usage in state buildings 2 14 and facilities with the highest annual energy usage, 2 15 as identified by the Department of Administrative 2 16 Services. The interim study committee shall, if 2 17 appropriate, make recommendations to the General 2 18 Assembly related to the strategic plan before January 2 19 1, 2019. LSB 5855HH (4) 87 gh/rn
