House Resolution 117 - Introduced HOUSE RESOLUTION NO. 117 BY L. MILLER , BERRY , STECKMAN , and FORRISTALL A Resolution recognizing the health threat posed by 1 chronic obstructive pulmonary disease. 2 WHEREAS, chronic obstructive pulmonary disease 3 (COPD) is a term used to refer to a group of diseases 4 that cause airflow obstruction and breathing 5 related problems, and includes emphysema, chronic 6 bronchitis, and in some cases, asthma and severe 7 bronchiectasis; and 8 WHEREAS, in 2008, COPD became the third leading 9 cause of death in the United States, and unlike 10 other major causes of death, its prevalence has not 11 significantly declined in recent years; and 12 WHEREAS, COPD is a chronic and progressive disease 13 that has been diagnosed in an estimated 117,540 Iowans 14 and 13 million persons nationwide, 66 percent of whom 15 are under age 65; and 16 WHEREAS, nationwide, the annual cost of COPD in 17 2010 was projected to be $49.9 billion through health 18 care costs, loss of productivity, and deterioration of 19 personal health and well-being; and 20 WHEREAS, the American Association for Respiratory 21 Care reports that nationally just over half of all 22 persons with COPD report that their condition limits 23 their ability to work and 34 percent say that COPD 24 keeps them from working; and 25 WHEREAS, although there is no cure for COPD, 26 increased public awareness, early detection, and proper 27 health management can slow the progression of the 28 -1- LSB 6180HH (2) 85 jr/nh 1/ 2
H.R. 117 disease, reduce costs, and improve patients’ quality of 1 life and self-sufficiency; NOW THEREFORE, 2 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, 3 That the House of Representatives recognizes chronic 4 obstructive pulmonary disease as a chronic health 5 condition in Iowa which contributes to increasing 6 health care costs and decreasing productivity of the 7 citizens of this state. 8 -2- LSB 6180HH (2) 85 jr/nh 2/ 2
