The following amendment to the Constitution of 1 2 the State of Iowa is proposed: 1 3 Article I of the Constitution of the State of Iowa is amended 1 4 by adding the following new section: 1 5 Inalienable right to life.SEC. 26. The inalienable right 1 6 to life of every person at any stage of development shall be 1 7 recognized and protected. 1 8 Sec. 2. REFERRAL AND PUBLICATION. The foregoing proposed 1 9 amendment to the Constitution of the State of Iowa is referred 1 10 to the general assembly to be chosen at the next general 1 11 election for members of the general assembly and the secretary 1 12 of state is directed to cause the proposed amendment to be 1 13 published for three consecutive months previous to the date of 1 14 that election as provided by law. 1 15 EXPLANATION 1 16 The inclusion of this explanation does not constitute agreement with 1 17 the explanation's substance by the members of the general assembly. 1 18 This joint resolution proposes an amendment to the 1 19 Constitution of the State of Iowa relating to the inalienable 1 20 right to life of every person at any stage of development. The 1 21 resolution, if adopted, would be published and then referred 1 22 to the next general assembly for adoption a second time before 1 23 being submitted to the electorate for ratification.
