Section
1.
Section
257.11,
subsection
5,
paragraph
a,
1
subparagraph
(1),
Code
2021,
is
amended
to
read
as
follows:

(1)
In
order
to
provide
additional
funding
to
increase
3
student
opportunities
and
redirect
more
resources
to
student
4
programming
for
school
districts
that
share
operational
5
functions,
a
district
that
shares
with
a
political
subdivision
6
one
or
more
operational
functions
of
a
curriculum
director,
7
special
education
director,
master
social
worker,
independent
8
social
worker,
or
school
counselor,
or
one
or
more
operational
9
functions
in
the
areas
of
superintendent
management,
business
10
management,
human
resources,
transportation,
or
operation
11
and
maintenance
for
at
least
twenty
percent
of
the
school
12
year
shall
be
assigned
a
supplementary
weighting
for
each
13
shared
operational
function.
A
school
district
that
shares
an
14
operational
function
in
the
area
of
superintendent
management
15
shall
be
assigned
a
supplementary
weighting
of
eight
pupils
for
16
the
function.
A
school
district
that
shares
an
operational
17
function
in
the
area
of
business
management,
human
resources,
18
transportation,
or
operation
and
maintenance
shall
be
assigned
19
a
supplementary
weighting
of
five
pupils
for
the
function.
A
20
school
district
that
shares
the
operational
functions
of
a
21
curriculum
director,
a
special
education
director,
a
master
22
social
worker
or
an
independent
social
worker
licensed
under
23
chapters
147
and
154C
,
or
a
school
counselor
shall
be
assigned
24
a
supplementary
weighting
of
three
pupils
for
the
function.
25
The
additional
weighting
shall
be
assigned
for
each
discrete
26
operational
function
shared.
However,
a
school
district
27
may
receive
the
additional
weighting
under
this
subsection
28
for
sharing
the
services
of
an
individual
with
a
political
29
subdivision
even
if
the
type
of
operational
function
performed
30
by
the
individual
for
the
school
district
and
the
type
of
31
operational
function
performed
by
the
individual
for
the
32
political
subdivision
are
not
the
same
operational
function,
so
33
long
as
both
operational
functions
are
eligible
for
weighting
34
under
this
subsection
.
In
such
case,
the
school
district

shall
be
assigned
the
additional
weighting
for
the
type
of
1
operational
function
that
the
individual
performs
for
the
2
school
district,
and
the
school
district
shall
not
receive

additional
weighting
for
any
other
function
performed
by
the
4
individual.
The
operational
function
sharing
arrangement
does
5
not
need
to
be
a
newly
implemented
sharing
arrangement
to
6
receive
supplementary
weighting
under
this
subsection
.

Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
8
importance,
takes
effect
upon
enactment.

Sec.
3.
APPLICABILITY.
This
Act
applies
to
school
budget
10
years
beginning
on
or
after
July
1,
2021,
subject
to
the
school
11
budget
year
limitations
of
section
257.11,
subsection
5.

EXPLANATION
13
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
14
the
explanation’s
substance
by
the
members
of
the
general
assembly.
15
Code
section
257.11(5)
provides
supplementary
weighting
16
for
school
districts
and
area
education
agencies
that
share
17
specified
operational
functions
for
at
least
20
percent
of
the
18
school
year.
Supplementary
weighting
under
this
provision
is
19
available
for
school
budget
years
beginning
on
or
after
July
1,
20
2014,
through
the
budget
year
beginning
July
1,
2024.

This
bill
adds
a
special
education
director
to
the
list
of
22
eligible
operational
functions
and
positions
eligible
for
a
23
supplementary
weighting
of
three
pupils.
24
The
bill
takes
effect
upon
enactment
and
applies
to
school
25
budget
years
beginning
on
or
after
July
1,
2021,
through
the
26
school
budget
year
beginning
July
1,
2024.
