Section
1.
Section
483A.8,
Code
2013,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
8.
a.
The
commission
shall
adopt
a
3
rule
permitting
a
resident
to
use
a
crossbow
for
taking
deer
4
during
the
late
season
that
is
designated
for
taking
deer
by
5
muzzleloading
rifle
or
muzzleloading
pistol.
The
commission
6
shall
prepare
an
application
to
be
used
by
a
resident
7
requesting
a
license
to
hunt
deer
using
a
crossbow
pursuant
to
8
this
paragraph.
A
person
issued
a
license
pursuant
to
this
9
paragraph
shall
be
otherwise
qualified
to
hunt
deer
in
this
10
state
and
shall
purchase
a
hunting
license
that
includes
the
11
wildlife
habitat
fee
and
pay
the
one
dollar
fee
that
shall
12
be
used
and
is
appropriated
for
the
purpose
of
deer
herd
13
population
management,
including
assisting
with
the
cost
of
14
processing
deer
donated
to
the
help
us
stop
hunger
program
15
administered
by
the
commission.

b.
A
resident
may
obtain
a
license
under
this
paragraph
17
in
addition
to
a
statewide
antlered
or
any
sex
deer
hunting
18
bow
season
license.
With
the
exception
of
season
dates,
19
the
shooting
hours,
limits,
license
quotas,
and
any
other
20
regulations
for
the
license
shall
be
the
same
as
those
set
21
forth
by
the
commission
by
rule
for
bow
season
deer
hunts.

EXPLANATION
23
This
bill
directs
the
natural
resource
commission
to
adopt
24
a
rule
permitting
a
resident
to
use
a
crossbow
to
hunt
deer
25
during
the
late
season
that
is
designated
for
taking
deer
by
26
muzzleloading
rifle
or
pistol.
The
commission
shall
prepare
27
an
application
for
a
crossbow
deer
hunting
license.
A
person
28
issued
such
a
license
must
be
otherwise
qualified
to
hunt
deer
29
in
this
state
and
purchase
a
hunting
license
that
includes
the
30
wildlife
habitat
fee
and
pay
the
one
dollar
fee
that
is
used
31
for
deer
herd
population
management.
32
A
resident
may
obtain
a
crossbow
license
in
addition
to
33
licenses
that
are
available
for
hunting
deer
during
regular
34
bow
season.
With
the
exception
of
season
dates
for
crossbow

hunting,
all
other
regulations
pertaining
to
bow
season
deer
1
hunting
are
applicable
to
hunting
deer
with
a
crossbow.

Persons
with
disabilities
(Code
section
481A.38(1)(b))
and
3
residents
who
are
70
years
of
age
and
older
(Code
section
4
483A.8B)
are
currently
allowed
to
use
a
crossbow
to
hunt
deer
5
during
bow
season.
6
A
violation
of
the
provisions
of
the
bill
is
punishable
by
a
7
scheduled
fine
of
$25.
