  1  1    Section 1.  Section 257.8, subsection 5, Code 2017, is
  1  2 amended to read as follows:
  1  3    5.  Alternate supplemental state aid == definitions.
  1  4    a.  For budget years beginning July 1, 2000, and subsequent
  1  5 budget years, references to the terms "supplemental state aid",
  1  6 "regular program state cost per pupil", and "regular program
  1  7 district cost per pupil" shall mean those terms as calculated
  1  8 for those school districts that calculated regular program
  1  9 supplemental state aid for the school budget year beginning
  1 10 July 1, 1999, with the additional thirty=eight dollars
  1 11 specified in section 257.8, subsection 4, Code 2013.
  1 12    b.  For budget years beginning July 1, 2017, and subsequent
  1 13 budget years, references to "supplemental state aid" and
  1 14 "regular program state cost per pupil" shall mean those terms
  1 15 as calculated, including the additional amounts for specified
  1 16 budget years under section 257.9, subsection 2, paragraphs "b"
  1 17  and "c", and references to "regular program district cost per
  1 18 pupil" shall mean that term including any adjustments made under
  1 19 section 257.10, subsection 2.
  1 20    Sec. 2.  Section 257.9, subsection 2, Code 2017, is amended
  1 21 to read as follows:
  1 22    2.  Regular program state cost per pupil for 1992=1993 and
  1 23 succeeding years.
  1 24    a.  For the budget year beginning July 1, 1992, and
  1 25 succeeding budget years beginning before July 1, 2017, the
  1 26 regular program state cost per pupil for a budget year is the
  1 27 regular program state cost per pupil for the base year plus the
  1 28 regular program supplemental state aid for the budget year.
  1 29    b.  For the budget year beginning July 1, 2017, and
  1 30 succeeding budget years beginning before July 1, 2025, the
  1 31 regular program state cost per pupil is the regular program
  1 32 state cost per pupil for the base year plus the regular
  1 33 program supplemental state aid for the budget year, plus twenty
  1 34 dollars.
  1 35    c.  For the budget year beginning July 1, 2025, the regular
  2  1 program state cost per pupil is the regular program state
  2  2 cost per pupil for the base year plus the regular program
  2  3 supplemental state aid for the budget year, plus fifteen
  2  4 dollars.
  2  5    d.  For the budget year beginning July 1, 2026, and
  2  6 succeeding budget years, the regular program state cost per
  2  7 pupil is the regular program state cost per pupil for the base
  2  8 year plus the regular program supplemental state aid for the
  2  9 budget year.
  2 10    Sec. 3.  Section 257.10, subsection 2, Code 2017, is amended
  2 11 by adding the following new paragraph:
  2 12    NEW PARAGRAPH.  c.  For the budget year beginning July 1,
  2 13 2017, and succeeding budget years, if the regular program
  2 14 district cost per pupil for the budget year calculated under
  2 15 this subsection in any school district is less than the
  2 16 regular program state cost per pupil for the budget year, the
  2 17 department of management shall increase the regular program
  2 18 district cost per pupil of that district to an amount equal to
  2 19 the regular program state cost per pupil for the budget year.
  2 20    Sec. 4.  EFFECTIVE UPON ENACTMENT.  This Act, being deemed of
  2 21 immediate importance, takes effect upon enactment.
  2 22                           EXPLANATION
  2 23 The inclusion of this explanation does not constitute agreement with
  2 24 the explanation's substance by the members of the general assembly.
  2 25    This bill relates to the determination of the regular
  2 26 program state cost per pupil and the determination of the
  2 27 regular program district cost per pupil for school districts.
  2 28 Those amounts are used to determine supplemental state aid
  2 29 amounts for each school budget year, determining the budget
  2 30 authority for each school district, and determining amounts
  2 31 of preschool foundation aid for schools participating in the
  2 32 statewide preschool program for four=year=old children under
  2 33 Code chapter 256C.
  2 34    Current Code section 257.9 provides that for the budget
  2 35 year beginning July 1, 1992, and succeeding budget years, the
  3  1 regular program state cost per pupil for a budget year is the
  3  2 regular program state cost per pupil for the base year plus the
  3  3 regular program supplemental state aid for the budget year.
  3  4    Under the bill, for the budget year beginning July 1, 2017,
  3  5 and succeeding budget years beginning before July 1, 2025,
  3  6 the regular program state cost per pupil for a budget year is
  3  7 the regular program state cost per pupil for the base year
  3  8 plus the regular program supplemental state aid for the budget
  3  9 year, plus $20. Additionally, for the budget year beginning
  3 10 July 1, 2025, the regular program state cost per pupil is the
  3 11 regular program state cost per pupil for the base year plus the
  3 12 regular program supplemental state aid for the budget year,
  3 13 plus $15. With the budget year beginning July 1, 2026, and
  3 14 succeeding budget years, the regular program state cost per
  3 15 pupil for a budget year will again be calculated as the regular
  3 16 program state cost per pupil for the base year plus the regular
  3 17 program supplemental state aid for the budget year, without any
  3 18 additional amount added.
  3 19    The bill also provides that if the regular program district
  3 20 cost per pupil for a budget year calculated for any school
  3 21 district is less than the regular program state cost per pupil
  3 22 for that budget year, the department of management shall
  3 23 increase the regular program district cost per pupil of that
  3 24 district to an amount equal to the regular program state cost
  3 25 per pupil for the budget year.
  3 26    The bill takes effect upon enactment.
