STUDY.
There
is
appropriated
from
the
general
fund
of
the

state
to
the
alcoholic
beverages
division
of
the
department
of

commerce
for
the
fiscal
year
beginning
July
1,
2023,
and
ending

June
30,
2024,
the
following
amount,
or
so
much
thereof
as
is
5
necessary,
to
be
used
for
the
purpose
designated:

For
a
feasibility
evaluation
study
regarding
the
7
establishment
of
a
system
for
the
production,
manufacture,
8
wholesaling,
distribution,
and
retailing
of
cannabis
products,
9
and
the
taxation
necessary
to
provide
for
the
development
and

enforcement
of
cannabis
regulations:

By
December
15,
2023,
the
division
shall
submit
a
report
to

the
general
assembly
and
the
governor
regarding
the
division’s

activities
relative
to
cannabis
product
regulation.
The

division,
in
cooperation
with
the
legislative
services
agency,
16
department
of
public
safety,
and
department
of
corrections,
17
shall
prepare
and
include
in
the
report
a
correctional
impact
18
statement
and
a
minority
impact
statement
regarding
changes
to
19
Iowa
Code
Title
XVI
required
to
implement
regulations
providing
20
for
the
legal
use
of
cannabis
products
in
Iowa.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
23
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
a
feasibility
evaluation
study
for
25
the
regulation
of
cannabis
products.
The
bill
appropriates
26
$100,000
from
the
general
fund
of
the
state
to
the
alcoholic
27
beverages
division
of
the
department
of
commerce
for
the
fiscal
28
year
beginning
July
1,
2023,
and
ending
June
30,
2024,
for
the
29
purpose
of
conducting
a
feasibility
evaluation
study
regarding
30
the
establishment
of
a
system
for
the
production,
manufacture,

distribution,
and
retailing
of
cannabis
products,

and
the
