  3    personnel and the accessibility of such information by the
  4    public.
  5 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  Section 455B.104, Code 2015, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  5.  a.  The department shall equip every
  1  4 vehicle owned by the department or otherwise used by department
  1  5 personnel in the person's official capacity with a global
  1  6 positioning system device. The department shall record the
  1  7 real=time location of such vehicles, maintain an electronic log
  1  8 of the real=time locations of such vehicles on a yearly basis,
  1  9 and make the log accessible to the public.
  1 10    b.  This subsection does not apply to vehicles used by
  1 11 conservation officers appointed under section 456A.13 or
  1 12 456A.14.
  1 13                           EXPLANATION
  1 14 The inclusion of this explanation does not constitute agreement with
  1 15 the explanation's substance by the members of the general assembly.
  1 16    This bill requires the department of natural resources to
  1 17 equip every vehicle owned by the department or otherwise used
  1 18 by department personnel in an official capacity with a global
  1 19 positioning system device. The department shall record the
  1 20 real=time location of the vehicles and maintain an electronic
  1 21 log of the vehicles on a yearly basis, and shall make this
  1 22 information accessible to the public. The bill does not apply
  1 23 to vehicles used by full=time or temporary conservation peace
  1 24 officers.
