H.F. 323 Section 1. Section 256E.7, subsection 4, Code 2023, is 1 amended by adding the following new paragraph: 2 NEW PARAGRAPH . c. A charter school may pay a stipend 3 to a student who is fulfilling the requirements associated 4 with the student teaching experience established pursuant to 5 section 256.16, subsection 1, paragraph “c” , at the charter 6 school in an amount not more than the lowest annual salary the 7 charter school governing board pays to a teacher employed by 8 the charter school, prorated to the number of days the student 9 is present at the charter school during the student teaching 10 experience. 11 Sec. 2. NEW SECTION . 280.33 Student teachers —— stipends. 12 The board of directors of a school district and the 13 authorities in charge of an accredited nonpublic school may 14 pay a stipend to a student who is fulfilling the requirements 15 associated with the student teaching experience established 16 pursuant to section 256.16, subsection 1, paragraph “c” , at the 17 school district or accredited nonpublic school in an amount 18 not more than the lowest annual salary the board of directors 19 of the school district or the authorities in charge of the 20 accredited nonpublic school pays to a teacher employed by the 21 school district or accredited nonpublic school, prorated to the 22 number of days the student is present at the school district 23 or accredited nonpublic school during the student teaching 24 experience. 25 Sec. 3. Section 294.1, Code 2023, is amended to read as 26 follows: 27 294.1 Qualifications —— compensation prohibited —— student 28 teacher stipends . 29 1. a. A person shall not be employed as a teacher in 30 a public or accredited nonpublic school without having a 31 certificate issued by some officer duly authorized by law. 32 2. b. Compensation shall not be recovered by a teacher for 33 services rendered while without such certificate. 34 2. Notwithstanding subsection 1, a public school, 35 -1- LSB 1665HV (2) 90 jda/jh 1/ 2
H.F. 323 accredited nonpublic school, or charter school may pay a 1 stipend to a student who is fulfilling the requirements 2 associated with the student teaching experience established 3 pursuant to section 256.16, subsection 1, paragraph “c” . 4 EXPLANATION 5 The inclusion of this explanation does not constitute agreement with 6 the explanation’s substance by the members of the general assembly. 7 This bill authorizes school districts, accredited nonpublic 8 schools, and charter schools to pay stipends to student 9 teachers. The bill limits the amount of the stipend to an 10 amount not more than the lowest annual salary the school pays 11 to a teacher employed by the school, prorated to the number of 12 days the student is present at the school during the student 13 teaching experience.
