  1  1    Section 1.  Section 321M.3, Code 2017, is amended to read as
  1  2 follows:
  1  3    321M.3  Authorization to issue licenses.
  1  4    Adair, Adams, Allamakee, Appanoose, Audubon, Benton, Boone,
  1  5 Bremer, Buchanan, Buena Vista, Butler, Calhoun, Carroll,
  1  6  Cass, Cedar, Cherokee, Chickasaw, Clarke, Clay, Clayton,
  1  7 Crawford, Dallas, Davis, Decatur, Delaware, Dickinson,
  1  8 Emmet, Fayette, Floyd, Franklin, Fremont, Greene, Grundy,
  1  9 Guthrie, Hamilton, Hancock, Hardin, Harrison, Henry, Howard,
  1 10 Humboldt, Ida, Iowa, Jackson, Jasper, Jefferson, Jones,
  1 11 Keokuk, Kossuth, Lee, Louisa, Lucas, Lyon, Madison, Mahaska,
  1 12 Marion, Mills, Mitchell, Monona, Monroe, Montgomery, O'Brien,
  1 13 Osceola, Page, Palo Alto, Plymouth, Pocahontas, Poweshiek,

  1 16 and Wright counties shall be authorized to issue driver's
  1 17 licenses, nonoperator's identification cards, and persons with
  1 18 disabilities identification devices on a permanent basis,
  1 19 provided that such counties continue to meet the department's
  1 20 standards for issuance.
  1 21    Sec. 2.  EFFECTIVE UPON ENACTMENT.  This Act, being deemed of
  1 22 immediate importance, takes effect upon enactment.
  1 23                           EXPLANATION
  1 24 The inclusion of this explanation does not constitute agreement with
  1 25 the explanation's substance by the members of the general assembly.
  1 26    This bill authorizes Carroll and Clay counties to issue
  1 27 driver's licenses, nonoperator's identification cards, and
  1 28 persons with disabilities identification devices on a permanent
  1 29 basis, provided that the counties meet the department of
  1 30 transportation's standards for issuance. The bill takes effect
  1 31 upon enactment.
