H.F. 277 Section 1. NEW SECTION . 80.48 Division of criminal 1 investigation —— cold cases. 2 1. The commissioner shall direct the chief of the division 3 of criminal investigation to publish, on the division of 4 criminal investigation’s internet site, a list containing 5 specific information about a victim involved in a cold case 6 and all currently active cold cases in which the division of 7 criminal investigation is or has been involved with in this 8 state. The information provided on the internet site shall 9 include, if available, all of the following information: 10 a. A photograph of the victim. 11 b. The height, weight, eye color, date of birth of the 12 victim, and, if the victim is a missing person, the date the 13 victim was reported missing. 14 c. The location where the victim was last seen. 15 d. If the victim has been missing for over five years, a 16 sketch, or an artificial intelligence aging program photograph, 17 of what the victim may look like at the victim’s current age. 18 2. The division of criminal investigation’s internet site 19 shall include the ability for a person to input any information 20 the person may have regarding a listed cold case. 21 3. For purposes of this section, “cold case” means an 22 unsolved criminal investigation that has stopped being actively 23 pursued because of a lack of evidence. 24 4. The department shall adopt rules in accordance with 25 chapter 17A to administer this section. 26 EXPLANATION 27 The inclusion of this explanation does not constitute agreement with 28 the explanation’s substance by the members of the general assembly. 29 This bill relates to the department of public safety and 30 unsolved criminal investigations. 31 The bill provides that the commissioner of public 32 safety shall direct the chief of the division of criminal 33 investigation to publish on the division’s internet site a 34 list containing specific information about a victim involved 35 -1- LSB 2141YH (2) 89 as/rh 1/ 2
H.F. 277 in a cold case and all currently active cold cases in which 1 the division of criminal investigation is or has been involved 2 with in this state. The information provided shall include, if 3 available, all of the following: a photograph of the victim; 4 the height, weight, eye color, date of birth of the victim, 5 and, if the victim is a missing person, the date the victim 6 was reported missing; the location where the victim was last 7 seen; and if the victim has been missing for over five years, a 8 sketch, or an artificial intelligence aging program photograph, 9 of what the victim may look like at the victim’s current age. 10 The internet site shall include the ability for a person to 11 input information the person may have regarding a listed cold 12 case. 13 The bill defines “cold case” as an unsolved criminal 14 investigation that has stopped being actively pursued because 15 of a lack of evidence. 16 The bill directs the department to adopt rules in accordance 17 with Code chapter 17A to administer the bill. 18 -2- LSB 2141YH (2) 89 as/rh 2/ 2
