  1  1    Section 1.  Section 321.361, Code 2015, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  1A.  Local authorities may by ordinance
  1  4 permit vehicles stopped or parked upon a roadway where there
  1  5 are adjacent curbs to be stopped or parked with the left=hand
  1  6 wheels of the vehicle adjacent to and within eighteen inches of
  1  7 the left=hand curb during periods of snow, sleet, or freezing
  1  8 rain or when snow or ice has accumulated on the roadway, if
  1  9 stopping or parking in such a manner is deemed by the local
  1 10 authorities to be safer under such conditions than stopping or
  1 11 parking as provided in subsection 1.  However, an ordinance
  1 12 adopted under this subsection shall not apply to a road which
  1 13 is a primary road extension.
  1 14                           EXPLANATION
  1 15 The inclusion of this explanation does not constitute agreement with
  1 16 the explanation's substance by the members of the general assembly.
  1 17    This bill relates to parking on the left side of a two=way
  1 18 roadway.  Current law prohibits parking with the vehicle's
  1 19 left=hand wheels adjacent to the left=hand curb unless the
  1 20 roadway is a one=way roadway.  The bill permits a political
  1 21 subdivision of the state to adopt an ordinance allowing a
  1 22 vehicle to be parked on a roadway with the left=hand wheels
  1 23 adjacent to and within 18 inches of the left=hand curb if
  1 24 the political subdivision deems it safer than parking on the
  1 25 right=hand side of the street during periods of snow, sleet,
  1 26 or freezing rain or when snow or ice has accumulated on the
  1 27 roadway.  The provision does not apply to a road which is a
  1 28 primary road extension.
