  3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  Section 466A.4, subsection 1, Code 2015, is
  1  2 amended to read as follows:
  1  3    1.  Public water supply utilities, counties, county
  1  4 conservation boards, and cities, and watershed management
  1  5 authorities may also be eligible and apply for and receive
  1  6 local watershed improvement grants for water quality
  1  7 improvement projects. An applicant shall coordinate with a
  1  8 local watershed improvement committee or a soil and water
  1  9 conservation district and shall include in the application a
  1 10 description of existing projects and any potential impact the
  1 11 proposed project may have on existing or planned water quality
  1 12 improvement projects.
  1 13    Sec. 2.  Section 466B.23, Code 2015, is amended by adding the
  1 14 following new subsection:
  1 15    NEW SUBSECTION.  8.  Apply for local watershed improvement
  1 16 grants.

  1 18 The inclusion of this explanation does not constitute agreement with
  1 19 the explanation's substance by the members of the general assembly.
  1 20    This bill relates to eligible applicants for local watershed
  1 21 improvement grants.
  1 22    The bill adds watershed management authorities to the list
  1 23 of entities eligible to apply for and receive local watershed
  1 24 improvement grants.  Watershed management authorities are
  1 25 created by two or more political subdivisions through a Code
  1 26 chapter 28E agreement, and the political subdivisions must be
  1 27 located in the same United States geological survey hydrologic
  1 28 unit code 8 watershed.
