1.
NEW
SECTION

70A.31
Paid
parental
leave.
1
1.
A
state
employee
entitled
to
leave
under
the
federal
2
Family
and
Medical
Leave
Act
of
1993
shall
be
provided
paid
3
leave
for
such
time
as
specified
in
this
section
for
the
birth
4
of
a
child
or
placement
of
a
child
for
adoption
with
the
5
employee
if
the
leave
is
taken
within
twelve
months
following
6
any
such
birth
or
adoption.

2.
a.
For
the
birth
of
a
child,
a
state
employee
parent
who
8
gave
birth
shall
be
entitled
to
up
to
four
weeks
of
paid
leave
9
and
a
state
employee
parent
who
did
not
give
birth
shall
be
10
entitled
to
up
to
one
week
of
paid
leave.
11
b.
For
the
placement
of
a
child
for
adoption,
a
state
12
employee
parent
shall
be
entitled
to
up
to
four
weeks
of
paid
13
leave.

3.
The
department
of
administrative
services
shall
adopt
15
rules
pursuant
to
chapter
17A
to
implement
this
section.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
provides
that
a
state
employee
entitled
to
leave
20
under
the
federal
Family
and
Medical
Leave
Act
of
1993
shall
21
be
provided
paid
leave
for
the
birth
or
adoption
of
a
child
if
22
the
leave
is
taken
within
12
months
following
any
such
birth
23
or
adoption.
The
bill
provides
that
a
state
employee
parent
24
who
gives
birth
or
adopts
a
child
shall
be
entitled
to
up
to
25
four
weeks
of
paid
leave.
A
state
employee
parent
who
did
not
26
give
birth
shall
be
entitled
to
up
to
one
week
of
paid
leave.
27
The
bill
requires
the
department
of
administrative
services
to
28
adopt
rules
to
implement
the
bill.
