A
local
food
and
farm
program
innovation
fund
is
created
in

the
state
treasury
under
the
control
of
the
department.
The

fund
is
separate
from
the
general
fund
of
the
state.
The
fund

is
composed
of
moneys
appropriated
by
the
general
assembly
and
12
moneys
available
to
and
obtained
or
accepted
by
the
local
food
13
and
farm
program
from
the
United
States
government
or
private
14
sources
for
placement
in
the
fund.
Moneys
in
the
fund
shall
15
be
used
to
carry
out
the
purpose
and
goals
of
this
chapter
16
as
provided
in
section
267A.1
,
including
but
not
limited
to
17
administering
the
local
food
and
farm
program
as
provided
in
18
section
267A.6
.
The
fund
shall
be
managed
by
the
department
in
19
consultation
with
the
local
food
and
farm
coordinator,
under
20
the
supervision
of
the
local
food
and
farm
program
council.

SECTION

267A.5A
Local
food
and
farm
innovation

fund
——
appropriation.

Each
fiscal
year,
there
is
appropriated
from
the
general
24
fund
of
the
state
for
deposit
in
the
local
food
and
farm
25
innovation
fund
created
pursuant
to
section
267A.5,
up
to
fifty
26
thousand
dollars.
The
appropriation
of
each
dollar
in
this
27
section
is
contingent
upon
a
dollar
match
contributed
to
the
28
fund
by
a
private
person.

EXPLANATION

CURRENT
LAW.
During
its
2011
session,
the
general
assembly
31
enacted
SF
509
(2011
Iowa
Acts,
ch.
128)
which
in
part
32
established
a
local
food
and
farm
program
fund
within
the
33
department
of
agriculture
and
land
stewardship
to
support
an
34
initiative
to
improve
communication
and
cooperation
between
35

and
among
farmers,
food
entrepreneurs,
and
consumers;
and
to
1
foster
coordination
between
and
among
government
agencies,

public
universities
and
community
colleges,
organizations,
and

private-sector
firms
working
on
local
food
and
farm-related

issues.

BILL.
This
bill
changes
the
name
of
the
local
food
and
6
farm
program
fund
to
the
local
food
and
farm
innovation
fund
7
and
each
fiscal
year
appropriates
up
to
$50,000
to
the
fund
8
contingent
upon
each
dollar
appropriated
to
the
fund
being
9
matched
with
a
dollar
from
a
private
contribution.
