1.
Section
462A.5,
subsection
3,
paragraph
a,

Code
2022,
is
amended
to
read
as
follows:

vessels
of
any
length
without
motor
or
sail,
twelve

maintenance

1.
The
owner
of
a
conventional
design
canoe
or
kayak
type
11
vessel
using
the
vessel
on
waters
of
this
state
that
are
under
12
the
jurisdiction
of
the
commission
shall
purchase
and
display
13
on
the
vessel
a
water
use
permit
decal.
The
department
shall
14
make
the
water
use
permit
decal
available
to
purchase
for
15
twenty
dollars
at
water
recreation
facilities
operated
by
the
16
department
and
at
retail
locations.
The
water
use
permit
decal
17
shall
be
valid
until
expiration
three
years
after
the
date
of
18
purchase.
Moneys
from
the
purchase
of
water
use
permit
decals
19
shall
be
deposited
as
provided
in
subsection
2.

A
water
trail
development
and
maintenance
fund
is
21
established
in
the
state
treasury
under
the
control
of
the
22
department.
The
fund
shall
consist
of
moneys
deposited
23
in
the
fund
pursuant
to
subsection
1
and
any
other
moneys
24
appropriated
to
or
deposited
in
the
fund.
Moneys
in
the
fund
25
are
appropriated
to
the
department
for
purposes
of
developing
26
and
maintaining
water
trails
in
this
state,
administering
27
and
enforcing
navigation
laws,
and
promoting
water
safety.
28
Notwithstanding
section
8.33,
moneys
in
the
fund
that
remain
29
unencumbered
or
unobligated
at
the
close
of
a
fiscal
year
shall
30
not
revert
but
shall
remain
available
for
expenditure
for
the
31
purposes
designated.
Notwithstanding
section
12C.7,
subsection
32
2,
interest
or
earnings
on
moneys
in
the
fund
shall
be
credited
33
to
the
fund.

Sec.
4.
EFFECTIVE
DATE.
The
following
takes
effect
July
1,

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
registration
requirements
for
certain
7
vessels.
Under
current
law,
vessels
of
any
length
without
a
8
motor
shall
pay
to
a
county
recorder
a
registration
fee
of
$12
9
in
order
for
the
vessel
to
be
issued
an
identification
number.
10
A
vessel
may
not
be
used
on
the
waters
of
this
state
that
are
11
under
the
jurisdiction
of
the
natural
resource
commission
12
(NRC)
without
an
identification
number.
Current
law
exempts
13
conventional
design
canoes
and
kayak
type
vessels
that
are
13
14
feet
or
less
in
length
from
the
numbering
and
registration
15
requirements.
16
The
bill
increases
the
registration
fee
for
vessels
of
any
17
length
without
a
motor
to
$20.
However,
the
bill
exempts
a
18
canoe
or
kayak
type
vessel
of
any
length
from
registration
19
requirements.
Instead,
an
owner
of
a
conventional
design
20
canoe
or
kayak
type
vessel
using
the
vessel
on
waters
of
this
21
state
under
NRC
jurisdiction
shall
purchase
and
display
on
the
22
vessel
a
water
use
permit
decal.
The
department
of
natural
23
resources
(DNR)
shall
make
the
water
use
permit
decal
available
24
to
purchase
for
$20
at
water
recreation
facilities
operated
by
25
DNR
and
at
retail
locations.
The
water
use
permit
decal
shall
26
be
valid
for
three
years
from
the
date
of
purchase.
Moneys
27
from
the
purchase
of
water
use
permit
decals
shall
be
deposited
28
in
the
water
trail
development
fund
established
in
the
bill.
29
Moneys
in
the
fund
are
appropriated
to
DNR
for
purposes
30
of
developing
and
maintaining
water
trails
in
this
state,
31
administering
and
enforcing
navigation
laws,
and
promoting
32
water
safety.
33
The
provisions
of
the
bill
relating
to
water
use
permit
34
decals
and
the
water
trail
development
fund
take
effect
July
35
