House File 2406 - Reprinted HOUSE FILE BY COMMITTEE ON APPROPRIATIONS (SUCCESSOR TO HF 2279) (SUCCESSOR TO HF 2072) (As Amended and Passed by the House March 1, 2018) A BILL FOR 1 An Act establishing shared operational function supplemental 2 weighting for certain licensed social workers and including 3 effective date and applicability provisions. 4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: HF 2406 (3) 87 md/jh/md PAG LIN 1 1 Section 1. Section 257.11, subsection 5, paragraph a, 1 2 subparagraph (1), Code 2018, is amended to read as follows: 1 3 (1) In order to provide additional funding to increase 1 4 student opportunities and redirect more resources to student 1 5 programming for school districts that share operational 1 6 functions, a district that shares with a political subdivision 1 7 one or more operational functions of a curriculum director or 1 8 school counselor, or one or more operational functions in the 1 9 areas of superintendent management, business management, human 1 10 resources, transportation, or operation and maintenance for at 1 11 least twenty percent of the school year shall be assigned a 1 12 supplementary weighting for each shared operational function. 1 13 A school district that shares an operational function in 1 14 the area of superintendent management shall be assigned a 1 15 supplementary weighting of eight pupils for the function. A 1 16 school district that shares an operational function in the area 1 17 of business management, human resources, transportation, or 1 18 operation and maintenance shall be assigned a supplementary 1 19 weighting of five pupils for the function. A school district 1 20 that shares the operational functions of a curriculum director, 1 21 a master social worker or an independent social worker licensed 1 22 under chapters 147 and 154C, or a school counselor shall be 1 23 assigned a supplementary weighting of three pupils for the 1 24 function. The additional weighting shall be assigned for 1 25 each discrete operational function shared. However, a school 1 26 district may receive the additional weighting under this 1 27 subsection for sharing the services of an individual with a 1 28 political subdivision even if the type of operational function 1 29 performed by the individual for the school district and the 1 30 type of operational function performed by the individual 1 31 for the political subdivision are not the same operational 1 32 function, so long as both operational functions are eligible 1 33 for weighting under this subsection. In such case, the school 1 34 district shall be assigned the additional weighting for the 1 35 type of operational function that the individual performs for 2 1 the school district, and the school district shall not receive 2 2 additional weighting for any other function performed by the 2 3 individual. The operational function sharing arrangement does 2 4 not need to be a newly implemented sharing arrangement to 2 5 receive supplementary weighting under this subsection. 2 6 Sec. 2. EFFECTIVE DATE. This Act, being deemed of immediate 2 7 importance, takes effect upon enactment. 2 8 Sec. 3. APPLICABILITY. This Act applies to school budget 2 9 years beginning on or after July 1, 2018, subject to the school 2 10 budget year limitations of section 257.11, subsection 5. HF 2406 (3) 87 md/jh/md
