Section 279.3, Code 2018, is amended to read as 1 2 follows: 1 3 279.3 Appointment of secretary and treasurer ==== student 1 4 liaison. 1 5 1. a. The board shall appoint a secretary who shall not be 1 6 a teacher employed by the board but may be another employee of 1 7 the board. The board shall also appoint a treasurer who may be 1 8 another employee of the board. However, the board may appoint 1 9 one person to serve as the secretary and the treasurer. 1 102.b. These officers shall be appointed from outside the 1 11 membership of the board and the appointment and qualification 1 12 shall be entered of record in the minutes of the secretary. 1 13 They shall qualify within ten days following appointment by 1 14 taking the oath of office in the manner required by section 1 15 277.28 and filing a bond as required by section 291.2 and shall 1 16 hold office until their successors are appointed and qualified. 1 17 2. The board shall select at least one student to act as 1 18 a liaison between the board, administrators, teachers, the 1 19 student council, and the general student population. The 1 20 board shall develop and implement an application and selection 1 21 process for the position of student liaison to the board. 1 22 The student liaison shall have a seat at the table of all 1 23 board meetings and board subcommittee meetings in a nonvoting 1 24 capacity, and shall have access to all nonconfidential 1 25 board meeting materials. The student liaison may advocate 1 26 for student interests in board meetings, provide school 1 27 administrators and board members with student viewpoints, 1 28 assist in developing and monitoring the implementation of 1 29 education policy, or volunteer to perform other functions of 1 30 benefit to the students and the district that the board deems 1 31 appropriate for a student to carry out. 1 32 EXPLANATION 1 33 The inclusion of this explanation does not constitute agreement with 1 34 the explanation's substance by the members of the general assembly. 1 35 This bill requires the boards of directors of school 2 1 districts to select at least one student to act as a liaison 2 2 between the board, administrators, teachers, the student 2 3 council, and the general student population. The student 2 4 liason must have a seat at the table of all board meetings and 2 5 board subcommittee meetings in a nonvoting capacity; and have 2 6 access to all nonconfidential board meeting materials. The 2 7 board must develop and implement an application and selection 2 8 process.
