EXPLANATION

This
bill
relates
to
the
possession
of
certain
substances
7
with
the
intent
to
manufacture
a
controlled
substance.

Under
the
bill,
it
is
illegal
for
any
unauthorized
person
9
to
possess
ammonium
sulfate
(commonly
used
in
tree
fertilizer
10
spikes),
ammonium
nitrate,
or
sodium
hydroxide
(lye)
with
the
11
intent
to
manufacture
a
controlled
substance.

A
person
who
violates
the
bill
commits
a
class
āDā
felony.
A
13
class
āDā
felony
is
punishable
by
confinement
for
no
more
than
14
five
years
and
a
fine
of
at
least
$750
but
not
more
than
$7,500.
