                             AN ACT
 RELATING TO ANNUAL REPORTS BY COUNTY ENGINEERS AND THE
    DEPARTMENT OF TRANSPORTATION, INCLUDING REPORTS ON THE
    USE OF ROAD USE TAX FUND MONEYS TO REPLACE OR REPAIR
    STRUCTURALLY DEFICIENT BRIDGES UNDER COUNTY JURISDICTION.

 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
    Section 1.  NEW SECTION.  307.32  Annual report == replacement
 and repair of structurally deficient secondary bridges.
    On or before February 15 of each year, the department, in
 collaboration with the Iowa county engineers association, shall
 compile the annual reports received from counties pursuant to
 sections 309.22 and 309.22A into a cumulative report and submit
 the cumulative report in electronic format to the chairpersons
 of the senate and house of representatives standing committees
 on transportation and the legislative services agency. This
 section is repealed June 30, 2019.
    Sec. 2.  NEW SECTION.  309.22A  Annual report == replacement
 and repair of structurally deficient bridges.
    1.  On or before September 15 of each year, the county
 engineer of each county in the state shall certify and file
 a report with the department, as part of the annual report
 required under section 309.22, detailing the manner in which
 moneys received by the county from the road use tax fund were
 used to replace or repair structurally deficient bridges in the
 county. The report shall include all of the following:
    a.  The number of bridges under the county's jurisdiction
 that have been replaced or repaired to the point that they
 function at full capacity.
    b.  The number of bridges under the county's jurisdiction
 that have been partially replaced or partially repaired to
 alleviate some structural deficiencies, but not to the point
 that the bridges function at full capacity, and a brief
 description of the replacements or repairs necessary to allow
 them to function at full capacity.
    c.  The number of bridges under the county's jurisdiction
 that are in the process of being replaced or repaired and a
 description of the timeline of each replacement or repair
 project.
    d.  The number of bridges under the county's jurisdiction
 that remain structurally deficient and a description of the
 timeline for replacement or repair of each bridge, if any.
    2.  This section is repealed June 30, 2019.
