Section
1.
Section
284.4,
subsection
1,
paragraph
e,
Code
1
2011,
is
amended
to
read
as
follows:
2
e.
Adopt
a
teacher
evaluation
plan
that,
at
minimum,
3
requires
a
performance
review
of
teachers
in
the
district
at
4
least
once
every
three
years
based
upon
the
Iowa
teaching
5
standards
and
individual
professional
development
plans,
6
requires
that
each
individual
professional
development
plan
7
include
at
least
ten
full
days
of
professional
development,
8
and
requires
administrators
to
complete
evaluator
training
in
9
accordance
with
section
284.10
.
A
school
district
or
area
10
education
agency
that
receives
funds
calculated
and
paid
for
11
professional
development
pursuant
to
section
257.10,
subsection
12
9,
and
section
257.37A,
subsection
2,
shall
repay
the
state
of
13
Iowa
as
follows
under
the
following
conditions:

(1)
If
the
school
district
or
area
education
agency
does
not
15
make
available
quality
professional
development
opportunities
16
for
at
least
ten
additional
contract
days
or
the
equivalent
17
thereof
for
professional
development,
the
school
district
18
or
area
education
agency
shall
repay
to
the
state
of
Iowa,
19
by
July
1
of
the
school
year
following
the
school
year
in
20
which
the
funds
were
received,
an
amount
equivalent
to
the
21
difference
between
the
number
of
contract
days
for
professional
22
development
required
pursuant
to
this
lettered
paragraph
and
23
the
number
of
contract
days
offered
by
the
school
district
or
24
area
education
agency
during
the
school
year.

(2)
If
the
school
district
or
area
education
agency
does
26
not
require
that
each
individual
professional
development
plan
27
include
at
least
ten
full
days
of
professional
development
in
28
accordance
with
this
lettered
paragraph,
the
school
district
or
29
area
education
agency
shall
repay
to
the
state
of
Iowa,
by
July
30
1
of
the
school
year
following
the
school
year
in
which
the

funds
were
received,
the
full
amount
of
the
funds
calculated

paid
to
the
school
district
or
area
education
agency
for

development
pursuant
to

Sec.
2.
STATE
MANDATE
FUNDING
SPECIFIED.
In
accordance
2
with
section
25B.2,
subsection
3,
the
state
cost
of
requiring
3
compliance
with
any
state
mandate
included
in
this
Act
shall
4
be
paid
by
a
school
district
from
state
school
foundation
aid
5
received
by
the
school
district
under
section
257.16.
This
6
specification
of
the
payment
of
the
state
cost
shall
be
deemed
7
to
meet
all
of
the
state
funding-related
requirements
of
8
section
25B.2,
subsection
3,
and
no
additional
state
funding
9
shall
be
necessary
for
the
full
implementation
of
this
Act
10
by
and
enforcement
of
this
Act
against
all
affected
school
11
districts.

EXPLANATION
13
This
bill
requires
school
districts
and
area
education
14
agencies
that
receive
state
funds
calculated
and
paid
for
15
professional
development
to
require
that
individual
teacher
16
professional
development
plans
include
at
least
10
full
days
of
17
professional
development.
18
If
the
school
district
or
area
education
agency
does
not
19
provide
quality
professional
development
opportunities
for
at
20
least
10
contract
days,
the
school
district
or
area
education
21
agency
must
repay
the
state,
by
July
1
of
the
school
year
22
following
the
school
year
in
which
the
funds
were
received,
23
an
amount
equivalent
to
the
difference
between
the

of

contract
days
for
professional
development
required
and
the
25
number
of
contract
days
offered
during
the
school
year.
If

the

district

agency
does
