  1  1    Section 1.  RACING AND GAMING COMMISSION ==== STUDY.
  1  2    1.  The state racing and gaming commission shall conduct a
  1  3 study concerning the impact of the exemption for the gaming
  1  4 floor of a premises licensed pursuant to chapter 99F from
  1  5 Iowa's smokefree air Act, chapter 142D, on the health and
  1  6 safety of employees employed at a gambling structure, excursion
  1  7 gambling boat, or racetrack enclosure.
  1  8    2.  In conducting the study, the commission shall do all of
  1  9 the following:
  1 10    a.  Survey employees who have been employed at a gambling
  1 11 structure, excursion gambling boat, or racetrack enclosure over
  1 12 the last twenty=five years and since the enactment of Iowa's
  1 13 smokefree air Act to determine, for each applicable period of
  1 14 time, the percentage of employees surveyed who have contracted
  1 15 respiratory illness or retired or changed jobs due to a medical
  1 16 condition developed while employed, and to determine the
  1 17 average yearly health care costs for employees surveyed.
  1 18    b.  Compare data received pursuant to paragraph "a" to data
  1 19 or surveys of employees in this state who have been employed
  1 20 at businesses that are not exempt from Iowa's smokefree air
  1 21 Act over the last twenty=five years and since the enactment
  1 22 of Iowa's smokefree air Act to determine, for each applicable
  1 23 period of time, the information described in paragraph "a" for
  1 24 such employees.
  1 25    c.  Examine the effectiveness of ventilation systems
  1 26 utilized by gambling game licensees and health and safety
  1 27 consequences to employees as a result of exposure to smoke.
  1 28    3.  The commission shall submit a written report on its
  1 29 findings to the general assembly by December 1, 2016.
  1 30                           EXPLANATION
  1 31 The inclusion of this explanation does not constitute agreement with
  1 32 the explanation's substance by the members of the general assembly.
  1 33    This bill requires the racing and gaming commission to
  1 34 conduct a study on the impact of the exemption for the gaming
  1 35 floor of a premises licensed pursuant to Code chapter 99F from
  2  1 Iowa's smokefree air Act, Code chapter 142D, on the health and
  2  2 safety of employees at those licensed premises.  The racing and
  2  3 gaming commission shall submit a written report on its findings
  2  4 to the general assembly by December 1, 2016.
