Section
307.12,
subsection
1,
paragraph
c,
Code
1
2020,
is
amended
to
read
as
follows:

c.
Assist
the
commission
in
developing
state
transportation
3
policy
and
a
state
transportation
plan.
If
the
director
4
proposes
to
the
commission
the
construction
of
a
four-lane
5
bypass
around
a
municipality
with
a
population
of
ten
thousand
6
or
less,
the
director
shall
first
conduct
a
public
hearing
in
7
the
municipality
around
which
the
proposed
bypass
is
to
be
8
constructed.
Any
four-lane
bypass
proposed
by
the
director
9
to
the
commission
must
provide
access
or
interchanges
to
the
10
municipality
consistent
with
access
or
interchanges
to
other
11
municipalities
along
the
same
route,
allow
for
sufficient
12
emergency
medical
services
access
to
the
municipality,
and
13
preserve
or
maintain
rural
road
crossings
where
possible.

The
inclusion
of
this
explanation
does

constitute
agreement

members

the
general

Under
current
law,
the
director
of
the
department
of
18
transportation
is
required
to
assist
the
state
transportation
19
commission
(STC)
in
developing
state
transportation
policy
and
20
a
state
transportation
plan.
This
bill
requires
that
if
the
21
director
proposes
to
the
STC
the
construction
of
a
four-lane
22
bypass
around
a
municipality
with
a
population
of
10,000
or
23
less,
the
director
must
first
conduct
a
public
hearing
in
24
the
municipality
around
which
the
proposed
bypass
is
to
be
25
constructed.
Any
four-lane
bypass
proposed
by
the
director
26
to
the
STC
must
also
provide
access
or
interchanges
to
the
27
municipality

or

municipalities
along
the
same
route,
allow
for
