House File 2239 - Introduced HOUSE FILE BY HIGHFILL A BILL FOR 1 An Act relating to the use of special minor's driver's 2 licenses to travel to private facilities for the purpose of 3 participating in extracurricular activities. 4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: TLSB 5514YH (1) 86 ns/nh PAG LIN 1 1 Section 1. Section 321.194, subsection 1, paragraph a, Code 1 2 2016, is amended by adding the following new subparagraph: 1 3 NEW SUBPARAGRAPH. (03) During the hours of 5:00 a.m. 1 4 to 10:00 p.m. over the most direct and accessible route 1 5 between the licensee's residence or school of enrollment and 1 6 a private facility, within or contiguous to the licensee's 1 7 district of residence, that the licensee's school or district 1 8 has contracted with for the purpose of providing practice 1 9 or competition facilities for the school's extracurricular 1 10 activities. 1 11 Sec. 2. Section 321.194, subsection 1, paragraph a, 1 12 subparagraph (3), Code 2016, is amended to read as follows: 1 13 (3) To a service station for the purpose of refueling, so 1 14 long as the service station is the station closest to the route 1 15 the licensee is traveling on under subparagraph (1),or(2), 1 16 or (03). 1 17 EXPLANATION 1 18 The inclusion of this explanation does not constitute agreement with 1 19 the explanation's substance by the members of the general assembly. 1 20 Under current law, the holder of a special minor's driver's 1 21 license may travel between the licensee's residence or 1 22 school of enrollment and another school for the purpose of 1 23 participating in extracurricular activities. 1 24 This bill allows the holder of a special minor's driver's 1 25 license to also travel between the licensee's residence 1 26 or school of enrollment and a private facility, within or 1 27 contiguous to the licensee's district of residence, that the 1 28 licensee's school or district has contracted with for the 1 29 purpose of providing practice or competition facilities for the 1 30 school's extracurricular activities.
