  1  1    Section 1.  Section 481A.48, Code 2016, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  6.  The commission shall adopt rules, in
  1  4 accordance with sound fish and wildlife management principles,
  1  5 that allow the taking of up to two bobcats each year in
  1  6 designated areas by a person with a valid fur harvester license
  1  7 and who has paid the wildlife habitat fee, or who is otherwise
  1  8 qualified to hunt or trap.
  1  9                           EXPLANATION
  1 10 The inclusion of this explanation does not constitute agreement with
  1 11 the explanation's substance by the members of the general assembly.
  1 12    This bill requires the natural resource commission to adopt
  1 13 rules, in accordance with sound fish and wildlife management
  1 14 principles, that allow the taking of up to two bobcats each
  1 15 year in designated areas. Bobcats may be taken by a person
  1 16 with a valid fur harvester license and who has paid the
  1 17 wildlife habitat fee or who is otherwise qualified to hunt or
  1 18 trap without a license, such as a landowner or tenant.
  1 19    Currently, rules adopted by the natural resource commission
  1 20 allow the taking of only one bobcat per year in designated
  1 21 areas.
  1 22    Violations of the bill's provisions are punishable with a
  1 23 scheduled fine of $100.
