H.F. 2197 Section 1. Section 135.176, subsection 2, paragraph g, Code 1 2020, is amended to read as follows: 2 g. A requirement that the residency program offer persons to 3 whom a primary care , including psychiatry, residency position 4 is awarded, the opportunity to participate in a rural rotation 5 to expose the resident to the rural areas of the state. For 6 the purposes of this paragraph, “primary care” shall include 7 psychiatry, obstetrics, gynecology, family medicine, internal 8 medicine, and emergency medicine. 9 Sec. 2. 2019 Iowa Acts, chapter 55, section 3, subsection 1, 10 is amended to read as follows: 11 1. The university of Iowa hospitals and clinics shall give 12 priority in awarding federal residency positions as established 13 under the federal Balanced Budget Act of 1997, Pub. L. No. 14 105-33, to applicants who are residents of Iowa, attended 15 and earned an undergraduate degree from an Iowa college or 16 university, or attended and earned a medical degree from a 17 medical school in Iowa. The university of Iowa hospitals and 18 clinics shall also provide persons to whom a primary care , 19 including psychiatry, residency position is awarded, the 20 opportunity to participate in a rural rotation to expose the 21 resident to rural areas of the state. For the purposes of this 22 subsection, “primary care” shall include psychiatry, obstetrics, 23 gynecology, family medicine, internal medicine, and emergency 24 medicine. 25 EXPLANATION 26 The inclusion of this explanation does not constitute agreement with 27 the explanation’s substance by the members of the general assembly. 28 This bill relates to the medical residency training state 29 matching grants program. 30 Under current law, the program requires that a residency 31 program including federal residency positions at the university 32 of Iowa hospitals and clinics offer persons to whom a 33 primary care residency position is awarded the opportunity 34 to participate in a rural rotation to expose the resident to 35 -1- LSB 5768HV (2) 88 pf/rh 1/ 2
