1.

WAIVERS.
The
department
of
3
health
and
human
services
shall
standardize
and
equalize
the
4
benefits
available
under
the
Medicaid
home
and
community-based
5
services
(HCBS)
intellectual
disability
waiver
relative
to
the
6
HCBS
health
and
disability
and
the
HCBS
physical
disability
7
waivers
to
meet
the
needs
of
persons
with
an
intellectual
8
disability.
The
standardization
and
equalization
shall
9
include,
at
a
minimum,
eliminating
the
lifetime
maximum
cap
10
for
home
and
vehicle
modifications
under
the
HCBS
intellectual
11
disability
waiver
and
instead
establishing
an
annual
maximum
12
cap
per
waiver
member
at
the
same
amount
as
the
amount
for
13
the
Medicaid
HCBS
health
and
disability
and
the
HCBS
physical
14
disability
waivers.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance

the
members

the
general
assembly.

This
bill
requires
the
department
of
health
and
human

services
to
standardize
and
equalize
the
benefits

under
the
Medicaid
home
and
community-based
services
(HCBS)

intellectual
disability
waiver
relative
to
the
HCBS
health
and

disability
and
the
HCBS
physical
disability
waivers
to
meet
23
the
needs
of
persons
with
an
intellectual
disability.
The

standardization
and
equalization
